MEMBERSHIP IN PENINSULA REGIONAL
TRANSPORTATION PLANNING ORGANIZATION
WHEREAS, the Growth Management Act of 1990 of the State of
Washington mandates coordination between land use planning and
transportation planning, and places control of this coordination in
joint public/private and local/state Regional Transportation Planning
Organizations; and,
WHEREAS, Kitsap County and cities in Kitsap County may receive
State funding to participate in two regional planning organizations
because of the unique geographical setting of Kitsap County; and,
WHEREAS, Kitsap County and cities within Kitsap County are
currently members of the Puget Sound Council of Governments RTPO; and,
WHEREAS, Mason, Jefferson, and Clallam County jurisdictions wish
to form an RTPO which includes Kitsap County jurisdictions; and,
WHEREAS, there are currently no policy or financial issues which
would be conflicting if the City of Bremerton were to participate in
both the PSCOG and the Peninsula Regional Transportation Planning
Organization; and,
WHEREAS, the City of Bremerton vote would facilitate and expedite
the 1990/1991 work program for a Peninsula RTPO which includes Kitsap
County.
NOW THEREFORE, BE IT RESOLVED THAT THE BREMERTON CITY COUNCIL:
Does hereby authorize Mayor Louis Mentor to sign the attached
inter-local agreement which establishes membership of the City of
Bremerton in 'the Peninsula' Regional Transportation Planning
Organization; and
BE IT FURTHER RESOLVED THAT THE BREMERTON CITY COUNCIL:
Requests a report from the Mayor during June, 1991 regarding the
City's membership in both the Puget Sound Council of Government RTPO
and the Peninsula RTPO and a recommendation from the Mayor regarding
continued membership in and associated funding for each of these
organizations.
