CONCLUSIONS
A. Criteria for Comprehenslve Plan Amendments:
The criteria on ~ich Comprehensive Ran Amendments are to be based are contained
in the Overview Fiement of the Plan, and include:
1. Maintaln consistency between the different Plan elements, the Plan Map, and
implemerrting technlques.
(a) The amendment, It approved, will place the site in the 'high-density' Ran
category and will establish a basis for higher density zoning and
development.
EESOLUTION -- 5
(b) The Plan elements include Land Use, Housing, Natural Resources,
Transportation, Public Services, and Economic Development. Approval of
this amendment will not result in conflicts between Plan elements and will
achieve consistency between the City's Plan and the County's multi-family
zoning of the subject property.
x'
(c) The amendment will keep the property in a residentlal zone and will
provide an opportunity for a greater variety of housing types and costs
within this residential area and within dose proxjmity to jobs, shopping,
public transit, entertainment, and other needed services.
2. Promote the overall goals and policies of the Plan and the Interests of the
entire community.
The proposed amendment is consistent with the following goals and Plan policies:
Housina Goal: 'Provide decent housing in healthy living environments for all.'
Housina Supply Goal: 'Ensure an adequate housing supply to meet changing
needs of Bremerton residents.' (AJ~,hough the s/re is outside the City, it is
arrb'cipated that it will be within Bremerfon's Urban Growth Area, will agree to
future annexation, and will eventually become part of the City.)
Other Housing Policies:
(a) 'Support the private sector's efforts to meet changing housing demands
and identffied housing needs.'
(b) 'Provide opportunities for a range of various types and densities of
housing throughout Bremerton to accommodate the lifestyles and income
levels of present and fLrture residents.'
(c) 'Stimulate the production of new housing for all income, age, family types
and ethnic groups.'
(d) 'Promote housing opportunities that respond to the special needs of
students, the military, households headed by females, the elderly, and the
handicapped.'
(e) 'Discourage excessive concentrations of identifiable social groups in any
on neighborhood.'
3. Provide a beneficial effect on the natural, economic, and sodal environment
of the City.
(a) Natural: The subject site slopes downward toward the east and a creek
passes through the property. The development has been designed to
have minimal impact on the creek and a natural bLrffer is proposed along
RESDLUTION -- 6
it. The site has been previously developed and, other than the creek,
contajns no significant natural features that might be threatened by the
proposed development. A 'Determination of Nonsignificance (DNS)' was
issued for this action on January 3, 1992.
(b) Economic: Increased residential densities may have posi'jve effects on
the commercial health of the nearby businesses, and particularly those in
the Perry Avenue Mall. These areas contain goods and services within
easy walking distance of the site and very convenient to future residents.
The surrounding areas include groceries, gas, restaurants, bingo hall,
hair/beauty/tanning salons, and a variety of other personal services in the
immediate vicinity. Because of the dose proximity, pedestrian trips would
be encouraged. Spin-off benefits will be less toxic exhaust emissions, less
vehii::ular noise, less demand for commercial parking, and a greater
concentration of potential business patrons in the immediate area. For
those who do not have a personal car, Krtsap Transit serves the area with
bus services.
(c) Soc~a1: Higher dens~ at this location may result in a better balance of
socia3 and economic segments of the community, consistent with the
City's housing policies. Such a mixture will result in a greater variety of
goods and services made available to meet those varied needs~
B. Other Conclusions:
1. This Plan Amendment involves a change in density and housing type within the
general 'residential' category~ If approved, a project having a mayjmum density
of 30 DU/Ac. could be approved for the extension of City util~es on this site.
2. A portion of the subject property, along the Perry Avenue frontage, is currently
designated 'Commercial' on the City's Comprehensive Ran. The applicant's
developme~ proposal includes some frontage commercial and will not affect that
designation.
3. This amendment, if approved, will not have significant adverse effects on other
Comprehensh/e Plan elements, nor on consistency between elements or between
the Plan and its implementing regulations.
4. The proposal is consistent w~h the State's Gro~1h Management Act which
encourages the location of higher density housing in urban areas where it can be
propedy served by needed utilities and services.
5. The location of this site is most suitable for high-density housing due to its close
proximity to a commercial center and variety of needed goods and services. The
location will allow, and hopefully promote, walking rather than drivingfor short
errands, as well as use of available public transit.
6. The placement of higher-density housing near commercial centers helps provide
a stronger base fo clientele which, in turn, is beneficial to the economy of the
RESOLUTION -- 7
center and the community.
7. Because the site fronts on Perry. Avenue, an arterial street, its future development
can be designedwithits primary accessfrom Perry, thereby keeping most of the
, traffic and noise out of the surrounding residential areas.
8. As shown on the Existing Land Use Map, the subject property is surrounded on
the north, east and south by smaller lots, most of which are developed with
single-family homes in Katsap County's jurisdiction. This review did not find any
other adjacent lands suitable for inclusion in this Plan Amendment.
