Applicant: City of Bremerton Department of Community Development/Planning Division B. Location: Bremerton Planning Area -- Incorporated City Limits plus surrounding "Greater Bremerton" area C. Description of Proposal: The Interim Capital Improvement Plan (CIP), when adopted, will become an element of the Bremerton Comprehensive Plan. The CIP consists of material adapted and combined from the City's adopted Five Year Comprehensive Park and Recreation Plan and the adopted 1991-1992 Capital Improvement Program. Adoption of the Interim CIP will allow the City to spend monies from the Real Estate Excise Tax Fund in conformance with the Growth Management Act (GMA) of 1990. The Interim CIP does not change adopted City policy now contained in the Park and Recreation Plan and the 1991-1992 Capital Improvement Program exceDt as needed to allow expenditure of Excise Tax funds on park and recreation facilities. D. SEPA Environmental Review: A Determination of Nonsignificance (DNS) was issued March 20, 1992 by the City of Bremerton Responsible Official. E. Department/Agency Review: All City departments and community organizations contacted stated they had no problems, or no comments were received. F. Parks and Recreation Commission Recommendation: The Parks and Recreation Commission passed the following motion at its March 24, 1992 meeting: The Park and Recreation Commission finds that the Capital Improvement Program is generally consistent with the Five Year Park and Recreation Plan, and endorses this proposed amendment to the Bremerton Comprehensive Plan. G. Planning Commission Action: The Planning Commission conducted a public hearing on March 31, 1992 to consider the proposed Interim CIP and accept public comments. The Commission's review resulted in a recommendation for City Council approval of the Interim CIP, based on the following conclusions: CONCLUSIONS OF LAW A. Criteria for Comprehensive Plan Map Amendments: 1. Adoption of the amendment will maintain consistency between the different Plan elements with the Plan Map, and conformance between the Plan Map and its implementing techniques. The Interim CIP will be generally consistent with the Plan Map and the Zoning Map. However, the proposed Pendergast Regional Athletic Complex will need both a Comprehensive Plan amendment and a rezone in order to be consistent. Sites have not yet been selected for the West Side Indoor Recreation Complex and the West Side Senior/Recreation Center. 2. Adoption of the amendment will promote the overall goals and policies of the Plan and the Interests of the entire community. Adoption of the Interim CIP will achieve a major step of ensuring that capital improvements are consistent with the Comprehensive Plan. 3. The potential effect of the amendment on the natural, economic, and social environment of the City will be beneficial. Improvements to park and recreation facilities will benefit the natural, economic, and social environment of the City. B. Growth Management Act: To qualify under the Growth Management Act (GMA) the Interim CIP must include: 1. Inventory of Existing Capital Facilities 2. Forecast of Future Needs 3. Proposed Facilities 4. Six Year Financial Plan 5. Reassessment of Land Use Element The Interim CIP is generally consistent with the requirements of the GMA. Exceptions: (1) The Financial Plan is a five year, rather than a six year plan as required by the GMA. (2) The reassessment of the Land Use Element will not be possible until that Element is updated to conform to the GMA. The Financial Plan will be expanded to a six year plan when next updated in 1993. The Final CIP will completely conform to the GMA requirements when adopted no later than July 1993. C. General Conclusions: 1. The proposal is generally consistent with the Bremerton Comprehensive Plan and the criteria for amendment of the Comprehensive Plan Map. 2. The proposed Interim CIP is generally consistent with the Growth Management Act. PLANNING COMMISSION RECOMMENDATION BE IT RESOLVED, the Bremerton Planning Commission, based on the record developed, recommends that the City Council amend the Bremerton Comprehensive Plan to include the Interim Capital Improvement Program element as attached hereto.
