FROM: Donald L. Pratt, Director of Community Development~
SUBJ: Proposed increased fees.
, , ,
The Planning fees have not bee adjusted for at least five
years and there is some question as to whether or not some of the
fees we charge have been properly adopted through Council
resolution.
In considering fee changes for 1992, the administration
reviewed the following facts:
A. Aggregate revenue/cost.
The 1992 budget for the Department of Community Development
shows the following expenses and revenues:
Current Planning Revenue from permits ........ $ 23,300
Building Revenue from permits ................ $251,355
Total Revenue ................ $274,655
Current Planning expenses .................... $155,681
Building p~ogram expenses ................... ~16~26~~'
Total Expenses ............... $319,949
(Note: the Current Planning expense includes one third of
Administration + Planning Commission + Current Planning).
As can be seen we do not cover our permit processing costs
within Community Development. Additionally, the costs of
other departments in the permit process (Fire, Engineering,
Utilities, etc.) are not covered.
B. Cost per permit:
The following estimates represent the number of planner hours
(no clerical support) to process a planning action and the
planner cost ($20/hour including personnel O.H./excluding
administrative O.H.-30~)

The following policy was paramount to the administration
during fee discussions:
o Those implementing adopted city plans would pay relatively
less. (Subdivisions, PUD)
0 Those challenging the adopted plans would pay relatively more
(Comprehensive Plan amendment, re-zones).
o The fees assessed by Kitsap County should be a consideration
but should not be a control for the fees assessed by
Bremerton.
* The local policies regarding who pays for fees are quite
different.
* The processing systems are different in quality and
quantity.
o For every penny permit processing costs above the fee
received, the general tax payer pays the cost!
