Kitsap County's comprehensive plan and zoning designations, as well as surrounding uses will have to be considered. The desired use of the property is industrial, to be integrated with the Olympic View Industrial Park. FINDINGS 1. APPLICANT: 2. LOCATION: CITY of BREMERTON 239 Fourth Street Bremerton, WA 98337 North of and near Barney White Lane and the Northern Pacific Railroad right-of-way immediately adjacent to the Olympic View Industrial Park near Bremerton National Airport. ATTACHMENTS: · Vicinity Map · Adjacent Zoning Map LEGAL DESCRIPTION: THAT PORTION OF THE NORTH HALF OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER OF SECTION 11, TOWNSHIP 23 NORTH, RANGE 1 WEST, W.M., IN KITSAP COUNTY, WASHINGTON, LYING EAST OF THE NORTHERN PACIFIC RAILROAD RIGHT-OF-WAY. KITSAP COUNTY COMPREHENSIVE PLAN DESIGNATION: 'MANUFACTURING - Light Manufacturing Preferred'. This parcel currently does not fall within the City of · Bremerton's comprehensive planning 'area. A City Comprehensive Plan Designation needs to be assigned to the property before annexation. Requested Bremerton Comprehensive Plan Desit, nation: 'INDUSTRIAL/BUSINESS PARK" This designation promotes the long-range uses of industry, manufacturing and professional office/business park environments, with appropriate zoning designations following, to regulate the intensity of uses. KITSAP COUNTY ZONING DESIGNATION: 'Rural 2.5' - Typical permitted uses of this district include low density residential and agricultural applications. Requested Bremerton Zoning Designation: 'Industrial General (IG)' This zone is intended to provide for the uses of intensive industrial manufacturing, warehousing, wholesale operations, vehicle retail and repair, professional offices 6. ZONING ORDINANCE CONSIDERATIONS: The following table compares lot development requirements of the 'Rural 2.5' zoning district with those of the 'Industrial General' zoning district: I LOT REQUIREMENTS Lot Area per Dwelling Minimum Lot Size Minimum Lot Width Maximum Lot Coverage Front Setback Rear Setback* * Side Setback* * Maximum Height Landscape Plan Required PUD Required "Rural 2.5" ~ "Industrial General"II 100,000 sq. ft. NO YES NO NO (Note: Side and rear setbacks are required when development is adjacent to a residential zone). 7. LAND USES IN SUBJECT AREA & SURROUNDINGS: NORTH: The site is adjacent to City-owned forested land used for bio-solid application (sludge disposal) as part of timber production. FAST & SOUTH: The land to the east and south of the site is owned by the Port of Bremerton. On the properties adjacent to the site are warehouse facilities, a gravel quarry, and some undeveloped land. Northern Pacific Railroad right-of-way, Kitsap County Landfill and forestry production lands. 8. PROPERTY DESCRIPTION & ACCESS: The parcel is approximately 6.0 acres in size and is currently vacant. During a site visit, vehicular access to the property could not be found, if any exists. Access to the site via the adjoining properties is possible. The parcel appears to be forested with indigenous species of trees and other flora. CRITERIA FOR APPROVAL: Comprehensive Plan Designation: The normal procedure for assigning a Plan designation is by default - giving the closest City designation that corresponds with the current County designation. In this case, the Kitsap County designation 'MANUFACTURING - Light Manufacturing Preferred' can be considered similar to the City's 'INDUSTRIAL/BUSINESS PARK'. Therefore, the 'INDUSTRIAL/BUSINESS PARK' designation is assigned to this parcel as it is placed within Bremerton's long-range planning area. Pre-annexation Zoning Designation: The normal procedure for assigning a zoning designation is also by default - giving the closest City designation that corresponds with the current County designation. In this case, the Kitsap County designation 'Rural 2.5' is not consistent with the County's Plan designation or with surrounding land uses. A zoning designation other than the default zoning is requested ('Industrial General' instead of a low-density residential/agricultural City designation). The following are the criteria for approval of Pre-annexation Zoning Designations. The Planning Commission may approve this request only if all of the following are true: Is the proposed new zoning, substantively consistent with the Comprehensive Plan? YES: The Bremerton Comprehensive Plan now designates this area as 'INDUSTRIAL/BUSINESS PARK'. The subject site is close to the Olympic View Industrial Park which falls under the County's 'MANUFACTURING' designation and industrial zoning. The proposed pre-annexation zoning is directly in keeping with the zoning designations that are prescribed in the Plan to be assigned to lands under this Comprehensive Plan Designation. Does the new zoning reflect existing conditions in the immediate vicinity and apply similar or connect to the zoning of adjacent properties? YES: Industrial uses surround the property on at least two sides and this zoning designation would connect to the existing City 'IG' and County industrial zoning of adjacent properties. This property is currently zoned 'Rural 2.5' in Kitsap County. Typical uses of this zone include residential and agricultural applications. It is more appropriate that this property is zoned in accordance with adjacent uses which include mostly industry. The 'Industrial General' (IG) zoning designation will allow the property to be optimally utilized and to be compatible with the adjacent Port of Bremerton industrial park. C. Does the new zoning, result in adverse environmental consequences? NO: The proposed IG zoning for this parcel is similar to the other surrounding properties that are supporting industrial uses. No adverse environmental consequences have been shown on these lots, none are anticipated on this one. Are essential public facilities and services presently available and adequate. or can they reasonably be made available to support uses allowed by the new zoning,? YES: Electrical, water and telephone facilities, while not currently available to the site, are within a reasonable distance. Emergency; police and fire services in the area are adequate. CONCLUSIONS The Pre-annexation Comprehensive Plan Designation assigned to the site by default is 'INDUSTRIAl/BUSINESS PARK', which is consistent with the former Kitsap County designation· The 'Industrial General (IG)' zone as a Pre-annexation Zoning Designation is substantively consistent with the Comprehensive Plan. The new zoning reflects existing conditions in the immediate area and will connect with the Olympic View Industrial Park industrial zoning area 4. The assigned IG zoning will not result in adverse environmental consequences. Some essential public services can reasonably be made available to serve the uses allowed with the IG zoning district. Fire, police and emergency services are available and adequate at the present time. PLANNING COMMISSION ACTIONS TAKEN Following its public hearing on October 4, 1994, the Planning Commission unanimously APPROVED and recommends to the City Council the adoption of the Pre-annexation Comprehensive Designation: "INDUSTRIAL/BUSINESS PARK", and the Zoning Designation: "Industrial General" for the subject property as all of the criteria for applying the pre-annexation zoning have been met.
