A RESOLUTION Regarding Deferral of City Population To
Kitsap County for Purposes of Receiving Community
Development Block Grant Funds.
WHEREAS, the City of Bremerton is entitled to receive Federal
Community Development Block Grant (CDBG) funds directly from the
Federal Department of Housing and Community Development; and
WHEREAS, if the City of Bremerton chose to receive the federal
funds directly, the balance of Kitsap County would not qualify for
Federal CDBG funds because of inadequate population; and
WHEREAS, if the County included the City in its request for
federal CDBG funds, the County would receive approximately 3 times
as much federal CDBG funding than the City would receive on its
own; and
WHEREAS, the City of Bremerton has successfully administered
a CDBG program for more than 15 years and desires to continue to
administer such a program within its Development Office; and
WHEREAS, the City Department of Community Development has
achieved a compatible and coordinated organization which includes
administration of the CDBG program;
NOW, THEREFORE, BE IT RESOLVED that the City Council directs
the Mayor to defer its population for CDBG entitlement to the
Kitsap County CDGB entitlement program for the next three years
provided that the City continues to manage the County-wide CDBG
program and that the City is reimbursed for administrative expenses
of the program; and
BE IT FURTHER RESOLVED that the Mayor is authorized to
negotiate and sign the required interlocal agreement between Kitsap
County and the City of Bremerton which implements this population
deferral and program operation.
