A RESOLUTION certifying an emergency and approving waiver of Public Works bid
requirements.
WHEREAS, rainfall from an extreme storm event of April 29, 1995 caused erosion
at 2039 and 2313 Wheaton Way, which exposed sewer lines and a manhole, and created a
risk of collapse or failure of the sewer improvements; and
WHEREAS, prompt emergency slope repairs were needed to correct the erosion
before failure of these improvements; now, therefore,
BE IT RESOLVED by the City Council of the City of Bremerton:
1. That the erosion caused by the storm of April 29, 1995, is certified as an
emergency situation, needing immediate corrective action in response to a threat to public
health and safety.
2. The contract to Stan Palmer Construction, in the amount of $71,850.00, is
approved as necessary to address this emergency situation, and bid procedures of RCW
35.22.620 are waived.
