The incentive is a 1 O-year waiver of all new property tax on new or rehabilitated buildings that create four or more housing units. Bremerton has been eligible to enact this program for many years. With the adoption of the 2004 Comprehensive Plan, City Council Reg. Mtg. Minutes Wednesday, July 5, 2006 Page 3 of 4 incorporating a new growth strategy based on centers, the City is well staged to utilize this incentive. The proposed ordinance enables the waiver, establishes administrative procedures, and defines eligible districts. Chris Raftery owner of the 400 Condominiums along Washington Boulevard, provided his support of the ordinance and was proud to be part of the revitalization efforts. J.J. McCament had experience with multi-family housing programs in Tacoma; was very supportive of the making the tax exemption an available option to the developers; and suggested 1) designating City Center Residential as a "residential targeted area" and include all areas zoned CCR in an urban center and 2) including for-rent residential in the multi-family tax exemption program. Patty Lent, Chair of Kitsap County Consolidated Housing Authority, provided her support of the program but asked Council to amend the ordinance to include language regarding apartments and rental properties. John Stephan us, owner of the Bremerton Gardens Apartments, supported previous comments; and believed that this exemption would allow improvement of existing units and development of new affordable rental housing. 06:16:48 Main Motion M/S (Brockus/Maupin) Move to pass Ordinance No. 4968 to provide exemptions from ad valorem property taxation for new multi-family housing in designated urban centers of the City. This excludes hotels and motels that predominantly offer rental accommodation on a daily or weekly basis."
