Over a thirty year period, by expanding the existing correctional facility rather than utilizing an off-campus location, the County will realize an estimated savings of $25,759,620 in personnel related costs; and WHEREAS, after reviewing the construction costs, the operation and maintenance costs, and the pros and cons of the different options, the study recommends that a new facility be constructed on the Court House Campus as an expansion of the existing correctional facility; and WHEREAS, proceeds generated by the sales and use tax will also be used to ensure that the juvenile detention facility is opened and operated at full capacity; and WHEREAS, it is projected that a one-tenth of one percent sales and use tax in Kitsap County will generate $2,000,000 a year; WHEREAS, a sales and use tax lessens the burden on property owners in the County by transferring the costs associated with the measure to the County population as a whole, as well as to the transient population purchasing goods within the County; and WHEREAS, it is essential to the public welfare and safety of the residents of the County to have correctional facilities that can accomodate the increasing needs of the law and justice community; NOW THEREFORE, be it resolved by the Bremerton City Council as follows: Section 1. The Bremerton City Council recognizes the need for an expansion of the Kitsap County Correctional Facility; and Section 2. The Bremerton City Council supports the proposition calling for a sales and use tax to provide for the expansion of the Kitsap County jail and operation of the juvenile detention facility; and Section 3. The Bremerton City Council urges the citizens of Kitsap County to support this necessary improvement in our community by voting for the proposition. DATED this 13th day of January, 1999. Council President
