Subdivision Process: Subdivision is the process of dividing land for
subsequent sale or transfer of ownership. The subdivision process in the City
of Bremerton is regulated by the State Subdivision Act (RCW 58.17) which is
intended to ensure that land is properly described and monumented, and
adequate improvements such as roads, drainage, sewer and water are
provided. Dedications of lands for parks, schools, etc. may also be required if
"reasonably necessary" and a direct result of needs created by the
subdivision. However, it must be based upon adopted policies and standards
when determining such impacts.
Subdivision review involves a two-step approval process: preliminary and
final. Preliminary Plat approval is conceptual and typically conditioned on
installation of various improvements and dedications of land. Final Plat
approval and recording are the last steps before land division, sale or transfer
of ownership, or development. This step assures that all conditions of
preliminary approval have been performed. Usually, final approval will be
given if the developer posts a performance bond or other secured method as
assurance of actual completion of improvements.
The Comprehensive Plan Map designation for the site is "LDR" - LOW
DENSITY RESIDENTIAL (3 to 8 dwelling units per acre).
The Comprehensive Plan Housing Element goal for new housing
development is to provide a variety of housing types and densities to meet the
changing needs of Bremerton residents. Policy promotes stimulating the
production of new housing for all income, age, family type and ethnic group
(Policy 3).
The zoning designation for the site is "Single-family Residential (SF-3)". A
minimum lot size of 5,000 square feet, and a minimum lot width of 40 feet is
required to create new lots in this zone.
The Zoning Ordinance requires all new parcels to have a minimum 20 feet of
frontage to a street. All lots have the minimum 20 ft. of frontage on a road.
Access and circulation:
Lot 1 - 60.79 FT access to Sheridan Road.
Lot 2 - 98 FT access to Sheridan and 60.89 FT access to Rickey Road.
Lot 3 - 53 FT access to Rickey Road.
Lot 4 - 53 FT access to Rickey Road and 98 FT access to Tract A.
Lot 5 - 20 FT access to Tract A.
Lot 1 has an existing house within the required setbacks. There is an existing
garage on the property that will be removed before Final Plat.
Surrounding land use and zoning: Low Density Residential, single-family
(SF-3) in all directions.
Lot requirements:
Reauired Proposed

within the Sheridan and Rickey Rd. right-of-way, upon application for service
and in accordance with all appropriate utility development standards.
Wastewater (sewer) service is available within the tract for ingress, egress,
and utilities. Hook-up shall be completed to all appropriate standards.
Storm water provisions have met approved standards of Engineering Dept.
As a condition of the final plat approval, a street light must be provided and
approved at the corner of Sheridan and Rickey roads.
Sidewalk along Rickey Rd. must be constructed prior to final plat approval.
An Environmental Threshold Mitigated Determination of Non-significance was
issued for the subdivision on September 8, 1997. An Environmental Impact
