WHEREAS, it is the responsibility of the administra- tive branch of the City government of the City of Bremerton to submit to the City Council for the City of Bremerton, an operating budget for the various City departments for each year; and WHEREAS, the City Council of the City of Bremerton must approve said operating budget each year; and WHEREAS, the City Council has the responsibility to provide direction and guidelines for the development of the 1984 budget, NOW THEREFORE, it is hereby RESOLVED that the administrative staff of the City of Bremerton in preparing and submitting its 1984 budget to the City Council, will consider the following goals and guidelines: 1) All capital requirements will be identified in a five year City-wide summary form. 2) The cumulative reserve fund should reach a balance of 3.25% of the total of the street and general funds by the end of fiscal year 1985. (This policy should be implemented in two phases. Phase 1 would provide for a 2% balance by end of fiscal year 1984. Phase 2 would provide for an additional 1~% balance by the end of fiscal year 1985.) 3) Fund levels should be adjusted to allow for cash flow requirements for interfund loans and bank warrants to provide for short term needs. Addition- ally, expenditures by the administration should address and be planned to coincide with favorable cash flow periods. 4) Funds will be requested on a "program" basis by the administration. The programs will relate to Council approved goals and justified as such. 5) Budget requests will specifically identify the portions of the request for: (1) consumable materials, (2) personnel, (3) minor property items and capital items, and (4) services. 6 It is the intent of the Council that funds allocated for those categories be used for the areas budgeted. Any need to reallocate more than 10% of the allocated amounts for these categories at either the department or city level will rsquire Council approval. Emergency expenditure of funds in excess of approved allocations and authorized variances are authorized. However, they must be justified to and approved by the Council at the first regular Council meeting following the commitment of the funds. 7 Minimum acceptable levels of maintenance of real pro- perty funding will be identified for each department. These funds are to be spent for maintenance and should not be reprogrammed. 8 Asset management program (e.g., financial investments, property sales and real estate rents/transactions) are to be implemented to the fullest extent. 9 Accountability for funds rests with the controlling department head. Over expenditure or misuse of funds will be provided for in accordance with the Revised Code of Washington. 10 Budget submission information may be a major compar- ison document for contracting out studies during the ensuing fiscal year. 11) Funds derived from revenue sharing and grants should not be programmed for operations and maintenance func- tions and should not be included in the general funds. This policy should be implemented by the end of fiscal year 1986 in three equal annual amounts even if there are other revenue increases. 12) Areas which should be emphasized in the allocation of funds should be: a) Minimum acceptable levels of public health, safety and fire programs; b) Continued programs to upgrade utility and street systems; c) Diversification of economic base; d) Allocation of funds for training of professional, technical and supervisory personnel; e) Investments in equipments/facilities programs which have a documented payback period of two years or less; f) Use of sufficient personnel to enforce city policies, regulations and ordinances; g) Planning for economic and residential development.
