HomeMy WebLinkAbout2037 RESOLUTION 2037 A RESOLUTION OF THE CITY OF BREMERTON, WASHINGTON requesting the State of Washington through the Office of Financial Management review the City of Bremerton 1984 population estimate particularly with regard to U.S. Naval ships requesting an allowance be made for additional population resulting from the aircraft carrier upgrade program. WHEREAS, the City of Bremerton is the home of Puget Sound Naval Shipyard (PSNS) a U.S. Naval facility; and WHEREAS, PSNS is used for the aircraft carrier upgrade, modernization and maintenance program; and WHEREAS, when an aircraft carrier is brought in for upgrade, the ship is in port for about two years depending on services required; and WHEREAS, the exchange of ships does not always occur at the most convenient of times for.example the U.S.S. Constellation left Bremerton on January 23, 1984 and the U.S.S. Ranger arrived on April 14, 1984; and WHEREAS, the scheduling in and out of the exchange of aircraft carriers left the City of Bremerton without a carrier in port on your specified date of April 1, 1984, but the U.S.S. Ranger was on a firm schedule; and WHEREAS, it is obvious that except for the exchange period there is a carrier in port which brings with it a large crew which request and require city services; and WHEREAS, the U.S.S. Ranger has a crew complement of 2.500 persons not counting dependents that travel to the home port of the ship, the U.S.S.. Constellation having 2,800 persons on board when it departed; and WHEREAS, there is a larger population shift related to a singular event but which is generally stabilized in numbers by exchange of ships; and WHEREAS, the State of Washington does benefit from the location of U.S. military facilities within the State; and WHEREAS, the City of Bremerton would loose at least $41.69 per person in state shared revenues and a loss of certain federal dollars allocated on the basis of population estimates. NOW THEREFORE BE IT RESOLVED that the Bremerton City Council does hereby request that the State of Washington, particularly the Office of Financial Management is requested to adopt and use a provision that allows in population estimating a factor to be used which would reflect estimated population impacts associated with major military personnel shifts resulting from military unit exchanges which only leave a short gap for the transition period but which place a large population impact on the community on a regular and ongoing basis; and FURTHER, the City Council does request a specific review of the Bremerton 1984 census estimate specifically requesting the State of Washington to add a factor to the current estimate reflecting the presence of the aircraft carrier U.S.S. Ranger; and FURTHER, the City Council does hereby request and direct that the City Clerk transmit prior to June 22, 1984, certified copies of this resolution to the Governor of this State, the Director of the Office of Financial Management, and to the State Senators and Representatives from this area as well as the U.S. Congressional delegation from this area.
