A RESOLUTION of the City of Bremerton Washington declaring the
philosophy of the City Council is to enhance the quality of
living for all citizens through provision of a full range of well
balanced, affordable community services; through retention,
expansion and broadening of the economic base; through
encouragement and expansion of the outstanding recreational and
tourist potential of our community; and through the enhancement
of the physical and attitudinal image of Bremerton. We declare
the intention of the City to have a balanced and selective growth
philosophy and to develop a strategy for economic enhancement.
WHEREAS, the businesses and citizens of Bremerton, Washington are
perceived in general to have in the past relied on the economic
status quo, a strategy that may have worked under past
circumstances; and
WHEREAS, the status quo is rapidly eroding and could leave the
community economically distressed as witnessed by the following
factors:
-The U.S.S. Missouri (BB-63),the mainstay of Bremerton's
tourist industry, has been called back for refitting and
active duty; and
-The last aircraft carrier on the current upgrade schedule is
expected to leave Puget Sound Naval Shipyard in 1986 with no
other carrier scheduled for several years, which could
substantially reduce the number of jobs in PSNS for that
period of time; and
-The U.S. Congress is considering changing the public-private
split for workers in the shipyards doing ship repairs which
could heavily impact PSNS workers; and
-winmar, a proposed major regional shopping and retailing
center in the nearby Silverdale area could heavily impact
Bremerton retailing efforts; and
-Some local downtown merchants are noting the number of
customer daily transactions being lower; and
-The 1983 Mundy, Jarvis and Associates Report "Economic and
Market Analysis, Downtown Bremerton Redevelopment" indicated
the following retail shopping leakage for the 1982 base
period;
Department Store 40.2%
Apparel-AccesSories 68.2%
Miscellaneous-Retail 51.5%
Furniture, Appliances 66.4% ;and
-Sears has indicated it will leave downtown Bremerton and
consider a lease at Winmar; and
-There are two metropolitan areas within one hour of
Bremerton, each attempting to retain and attract retail
dollars, including tourist dollars to their marketplaces,
and
-There is currently under study the possibility of altering
schedules or eliminating the State Ferry System from
Bremerton; and
-The cost to public and private agencies and businesses
continues to escalate due to inflation;
AND
WHEREAS, should such economic erosions occur, the ability of the
community to provide a full range of affordable community
services would be drastically harmed due to the substantial
reduction of tax base; and
WHEREAS, on the positive side, Bremerton does have:
-A quality community college in Olympic College which can
provide educational support to an economic growth effort;
and
-The City is in an attractive setting and is thus a desirable
place to live; and
-The City does have numerous amenities with which to take
advantage to attract economic prospects; and
-The City's strength lies in its citizens who are desirous of
maintaining or being employed in fulfilling jobs; and
WHEREAS, the Citizens of Bremerton desire to maintain a quality
of life that includes a safe and desirable community with
provisions for affordable services and sanitary and safe housing.
NOW THEREFORE BE IT RESOLVED by the Bremerton City Council that
it declares with the passage of this resolution that the official
philosophy of the City is to enhance the quality of living for
all citizens through provision of a full range of well balanced,
affordable community services; through retention, expansion and
broadening of the economic base; through encouragement and
expansion of the outstanding recreational and tourist potential
of our community; and through the enhancement of the physical and
attitudinal image of Bremerton. We declare the intention of the
City to have a balanced and selective positive growth philosophy
and to develop a strategy for economic enhancement; and

Bremerton call upon all City staff and citizens of Bremerton to
be positive about ~he community and to work to enhance the image
of Bremerton as a desirable community to invest in, to work, live
and recreate within; and

forwarded to the office of the Governor and the U.S.
