cies on the same subject.
WHEREAS, The City of Bremerton does provide and operate a
municipal sewerage utility to serve its citizens and utility customers;
and
WHEREAS, The City has now embarked upon a capital improvement
program to increase the capacity and degree of treatment provided by its
wastewater facilities; and
WHEREAS, such improvements were designed to accomodate an
increased number of utility customers; and
WHEREAS, the costs of both existing andimproved facilities
are to be borne by utility charges to all customers; and
WHEREAS, an increase in the number of paying customers will
result in lower ultimate costs to be borne by all customers;
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Bremerton that extensions of sewer lines and service connections
thereto be allowed for providing sewerage service to properties or
premises outside the corporate limits of the City of Bremerton subject
to, but not limited only to, the following conditions:
1. The capital costs for any extensions or connections
outside the corporate limits of the City must be borne under some arrange-
ment that does not result in any portion of such cost being imposed upon
utility customers whose served premises are inside the corporate limits
of the City of Bremerton.
2. The design for any extensions or connections must be
approved by the City Engineer using the same criterion for approval as
then applies to all other new extensions or connections.

in traveled public rights-of-way, they shall be so located. When

maintain, repair or replace sewer lines and appurtenances in the same
manner as would apply to public sewers within the corporate limits of
the City.
5. When extensions of sewer mains can not reasonably be
located within traveled public rights-of-way, they may be located within
dedicated and recorded easements granted to the City of Bremerton which
easements do guarantee that the sewer line location will always remain
open to access for necessary operation, maintenance, repair or replace-
ment and which do not impose upon the City or City contractor any res-
toration requirements other than reasonable resotration of sod or grass
vegetation.

to any premise or property whose location is contrary to service boun-
daries established by agreement between the City and any municipal or
