Also provided in tbe audit report were specific recommendations for corrections to those problems which council concurred in. While it is recognized that corrections to all the items delineated is a long term process (several years at best) Council considers that some of the actions can be initiated at present as follows: (a) Official Document Review: Establish a program for departmental sponsorship for Ordinances, Resolutions & Contracts. Sponsor departments would be responsible for periodic reviews of subject BUDGETARY STATEMENTS OF LEGISLATIVE INTENT PAGE 9 documents and automatic review/sunsetting asappropriate (i.e., rezone ordinance should be exempt) during the assigned year after enactment. Effective February 27, 1985 Council expects that all grants, ordinances, resolutions and contracts coming to Council for approval shall be accompied with documentation as noted in 24. a. & b. above. (c) Overall Review of the City Municipal Code: The subject audit indicated that the City's Municipal Code is out of date, inconsistent and contains burdensome administrative detail. Council considers the process should however be initiated and requests the Mayor to initiate tile appropriate administrative direction to initiate this action. Council requests an update on this work at the Council April 1 study session. BUDGETARY STATEMENTS OF LEGISLATIVE INTENT PAGE 10 (d) Clearances on Agenda Bills. Ordinance should be presented to Council by March 20, 1985, for action 25. WASTEWATER FACILITY USER RATES: The 1986 Budget for operation and maintenance of the Wastewater facility will reflect a short fall. The cost of O&M will be larger than the income due to increased costs of P.I.L.O.T., etc. The Council expects the Administrator through his Director of Public Works (Director of Field Services) to keep the amount/percentage of inerease to the lowest practical amount and present the 1986 budget request to the full Council no later than July 1 study session, in order to implement the 1986 wastewater user fees by 1 January 1986. The U.S. Navy must be notified no later than three months prior to start of their fiscal year, on 1 October 1985, or they will not be liable for an increase; see U.S. Navy-Bremerton contract (update to Council at study session 1 July 1985.) The Director of Field Services will present his projected 1986 rate incrase to the Council Wastewater Facilities Conmittee by 7 March 1986. In order to reduce the "user fee" increase . BUDGETARY STATEMENTS OF LEGISLATIVE INTENT " PAGE 11 every effort wilt be made by the Director of Field Services to implement other means of incox~le, such as: equity fees, impervious water fees, users not being charged, etc. 26. CODE OF ETHICS ORDINANCE: Council considers it is necessary that there be established, by Ordinance, a comprehensive Code of Conduct (ethics) for City of Bremerton elected officials, boards and commissions, managers and all employees. This ordinance should aggregate all known provisions included within the RCW statutes as well as the Bremerton Municipal Code dealing with Code of Conduct and ethical behavior for public servants. included with the text the ordinance should be assignment of a responsible department for promulgating the content of the ordinance, to all new and existing pubic servants as well as a provision mandating for periodic reviews with same.
