A Resolution of the City Council of the City of Bremerton, Mayor
Concurring, requesting that the Washington State Legislature and
The Governor of the State of Washington take action to provide
additional methods and resources for funds to develop park and
recreation facilities.
WHEREAS, The Citizens of the City of Bremerton have had to rely
on the ability of the municipal government to provide adequate
park and recreation facilities; and,
WHEREAS, Traditional financing of those facilities has been
provided as a result of federal state and local revenue sources,
and,
WHEREAS, The Washington Statewide Comprehensive Outdoor
Recreation Plan (SCORP) and other studies have indicated the
need for additional park and recreational facilities and the need
for rehabilitation of many existing facilities; and,
WHEREAS, In recent years, the amount of federal and state
revenues available for park and recreation capital grants in aid
has been diminished by inflation and by reduction in
congressional and legislative appropriationsl and,
WHEREAS, The need for developing and rehabilitating our park
systems continues in proportion to the need for maintaining and
improving the quality of life in our City;
THEREFORE, BE IT HEREBY RESOLVED THAT THE CITY OF BREMERTON:
1. Urges the Washington Styate Legislature to approve a
state bond issue for the acquisition, development, and/or
rehabilitation of local park and recreation facilities; and,
2. Requests the Legislature to explore such other financing
mechanisms as will enable local governments, such as the City of
Bremerton, to fully respond to their park and recreation needs/
and,
3. Furnish Copies of this resolution to the Governor of the
State of Washington, the Washington State Senators and
Representatives representing Citizens of the City of Bremerton
and the Members of the Parks and Ecology Committee of the
Washington State Senate and the Natural Resourcs Committee of the
Washington State House of Representatives.
