AL COLVIN, COUNCILMAN DISTR. #1 MORRIE DAWKINS, COUNCILMAN DISTR. #2 HANK WAIBEL, COUNCILMAN DISTR. #3 LON OVERSON, COUNCILMAN DISTR. #4 SHIRLEY MARTY CRUTCHER, COUNCILMAN DISTR. #5 MARY LOU LONG, COUNCILMAN DISTR. #6 C. R. "TINY" COLLINS, COUNCILMAN DISTR. #7 SPENCER HORNING, COUNCILMAN DISTR. #8 RUSS JOHNSON, COUNCILMAN DISTR. #9 ATTEST: KATHLEEN L. MCCLUSKEY, CITY CLERK STATEMENTS OF LEGISLATIVE INTENT The following Council Statements of Legislative Intent (SLI) are the foundation from which the FY-8? Budget are based. These SLI's are requirements for specific actions, as well as periodic updates to Council on important concerns related to passage of the City of Bremerton's 1987 Budget. They also provide the opportunity for joint, cooperative solutions to problems facing the City. The final adopted Budget must contain Departmental Organization Charts identical to those submitted to Council during the Budget hearings, or as revised by Council during these hearings. Upon adoption of the Budget, this will become an official contract between the respective Budget unit administrators and the City Council that all positions funded and authorized by Council are performing within the functions and classifications identified. The only exception to these contracts will be those realignments authorized pursuant to Ordinance 3964, Section 3. (Budgetary Control Ordinance) Several of the SLI's are carry overs that Council considers were not adequately addressed during FY-1986. The SLI's are divided into three categories as follows: CATEGORY A: These items provide City Council policy guidance pertaining to the budget presented by the Mayor. Unless specifically noted, no additional action is required by the Administration other than to operate within the parameters of these policies. CATEGORY B: These items require action to be taken on in terms of Resolutions, reports, Ordinances, etc., for calendar year 1987. These requirements are applicable to the City Council and the Administration. This section represents a major portion of the Counctl'$ budgetary legisltion agenda. CATEGORY C: These items represent Council concerns, however, in recognition staff limitations and time constraints do not require immediate action. However, any move- ment by the Administration to address these concerns would be appreciated. These items will be reviewed at the August 1987 Council Study Session. Items in this category not completed in calendar year 1987 are probable candidates for 1988 SLI's. As conditions within the City change, Council may request that these items be addressed this Budget year. SECTION I - CATEGORY A ITEMS B & 0 Tax. The B & 0 Tax will not be increased, reducing exp expected revenues by $350,000. This action was taken to encourage business growth by stabilizing B a 0 Tax levels· 2. "Street niaht Fee". The proposed assessment for "street lights" will not be implemented, reducing projected revenues by 8135,000. Budget Analyst. The Budget Analyst position wlll be eliminated. Council, however, is concerned with adequate resources may not be available to monitor income and expend- itures. Council will readdress this issue during the FY 1988 budget process. Council considers re-establishment of this function will be necessary to support the legislative budget process and administrative budget execution responsibilities. Animal Control. in-house· Animal Control function will remain Memberships To Professional Organizations. As a cost saving venture, the City will rescind its membership in the National League of Cities. City will retain membership in PSCOG, AWC, etc. However, the Mayor will be requested to renegotiate the City's assesssment for PSCOG dues· City will pay ~ 1987 dues until the Mayor reports back on the results of negot- iations, and the results indicate that Bremerton's share based upon per capita assessment and economic situation are fair and equitable· (See Section II) St. Citizen ProuramNanaQer. The Senior Citizens Program Manager will be funded full time· Council commends the s seniors for a job well done in contributing to their own program· Council encourages the Administration to work with and develop similar programs with other City user groups. Auditor. The City Auditor position/function will not be contracted out. The Council considers that contracting the function violate the "spirit" of the City Charter change approved by the voters in 1984. The Council considers the position to be indispensable to the Legis- lative body· It will continue to function in accordance with the spirit of the City Charter and guidelines of the Government Finance Officers Association. The Council recognizes and appreciates the real dollar savings and operational improvements made by the City Auditor to date. James Study. The 1987 City Budget does not include any element of the James Study. This does not pre- clude the administration from initiating any personnel action pursuant to Civil Service Rules, Ordinance 3964 Budget Control Ordinance and other applicable regulations. Street Sweeper. The City shall sell the street sweeper needing extensive repairs and defer replacement until 1988, or later in order to save $20,000 as recommended by the Street Department· 10. New Data Processin~ (DP) System. New DP equipment will be funded from the Cumulative Reserve Fund. No appropriation will be made until: a) The study to define needs is complete. b) Hardware/software needs for a function are clearly justified and included as part of the overall DP needs of the City. c) A fair and objective analysis of internal operations vs contracting out is made. 11. Capital Improvement Plan (CIP Development. The Council considers this plan of major importance to the City, and provides $7,000 for work toward turning the results of the presently contracted activity into a fully complete, effective CIP. 12. Public Information. Funds in the amount of $10,000 are provided to ready the Council chambers for public information presentations, on the Bremerton Community Access Channel. 13. Golf Course Advertistna Fund. $5,000 from the Hotel/Motel Tax reserve funds are provided for Gold Mountain Golf Course advertising. The Golf Course Board of Directors is advised that future promotional costs should be borne from internal golf course revenue. 14. Replace Street Llahts. Throughout this year Bremerton residents have exclaimed the need to reinstall street lights that were inappropriately turned off. Council provides 812,000 for this action in coordination with a program to continue identifying other street lights - probably in non-residential areas - that can be turned off, and to properly notify adjacent property owners of anticipated actions in accordance with established procedures. 15. Intern/Grant ProUram. The Council funded a program to provide for college student interns to complete projects for the City. $12,000 is provided for 4 graduate students for three months each or equivalent graduate research grants. The Personnel Department will handle recruiting, selection and coordinating interns for the Mayor, City Audit Committee and City Council. The Administration will administer $6,000 and the Council and City Audit Committee will share the remaining $6,000. 16. Netahborhood Watch. Council will provide $10,000 to develop and enhance a neighborhood watch program. This should be a broad based community support program. The Police Depart- ment will lead the program using Police Reserves to help market the program if necessary. This appropriation will not be used for Departmental salaries and will be maintained in a separate fund c/early identified by the City Treasurer. 17. Lobby Program. Although the Council fully supports the Mayor's recommendation, insufficient funds are available for 1987. It is recommended that the Mayor/Council initiate immediate action to start a program using qualified, motivated volunteers to the maximum extent possible· Prior to assignment of individuals for this purpose, procedures to insure support of the Clty's needs/positions and Code of Ethics are to be approved by Council· 18. Police Department. a. The Police Department shall improve efficiency such that the operation provides the same or better effectiveness at $160,000 less personnel cost. This less cost shall come from reduced overhead costs to include at least two fewer Lieutenants, and four fewer Corrections Officers. Officers answering calls, i.e., Patrol Division, shall remain the same as 1986 or more. In addition, "Officer Mac" and the Neighborhood Watch Program shall continue to function· Council only will approve the purchase or lease of five new police cruisers in '87. No purchase or lease will be authorized by Council until: 1) Action is taken to surplus existing Police vehicles such that the total inventory after obtaining the new cruisers, wtll be 35. (It is noted the Police Department had only 25 vehicles in 1975 when it had more personnel)· Proceeds received from surplus of vehicles shall be returned to the Cumulative Reserve Fund of the General Fund· 2) Prior to procurement, a detailed cost analysis of purchase vs lease strategy for police cruisers will be provided Council for approval. 19. Fire Department. The Fire Department budget is reduced $160,000 as follows: a. Through increased efficiencies and the reduction of one (vacant) Battalion Chief position, $60,000. b. Through implementation of a program that brings in volunteer/auxiliary firemen and/or EMT personnel to work cooperativeiv with the Fire Department, and to improve effectiveness and reduce overtime and other costs by $100,000, unless other alternatives are offered to absorb the costs within the Department. Council appreciates the lmpact of this decision, but considers this will provide more members of the community an opportunity to participate in local activities. In addition to local citizens, the U.S. Navy presence in Bremerton provides a significant reservoir of capable, interested volunteers. It is noted some utilization of volunteers currently takes place in numerous other cities in the Puget Sound Area. 20. City Council. a. The City Council staff/secretary will continue to be shared with the City Auditor for research and clerical purposes. The City Council staff will continue to work with the City Clerk's office to take over a larger portion of Council agenda preparation work. The Council will provide developmental training to Council Secretary to enhance legislative support. 21. Parktnu Study. City Council concurs with the Mayor's request to allocate $S,O00 for continuation of Parking Study through February 1987. 22. HUD Grant Administrator And Staff. These responsibilities shall remain in the Planning Department. 23. City Attorney Priorities. Resource limitations on the City Attorney are recognized, however, preparation of base line organizational ordinances and the Zoning Ordinance will be priorities of the Department. Note: This is a repeat of 1986 SLI 19b. 24. User Fees· Council considers continued use of fair and equitable user fees to be an appropriate method to resolve revenue shortfalls. Staff is encouraged to continue to develop this as an alternative revenue source. 25. Police & Fire Use of CATV.
