WHEREASw The City of Bremerton is facing financial difficulties related to redefinition of Federal revenue sources by the Congress of the United States; and, WHEREAS, The City of Bremerton is faced with economic depression which would be greatly deepened should further dependance on B&O taxes be imposed upon the present and future commercial interests of the City; and, WHEREAS, According to the report of the 1982 Tax Advisory Council, the Washington State tax structure has been judged to be 'unstable and unfair' and the recent instability has resulted in repeated tax rate and base changes which have been detrimental to the City of Bremerton and the State; and, WHEREAS, These changes have occurred in spite of the fact that during the past decade citizen and legislative actions have jointly reduced state tax collections by over $2 billion in current biennial values; and, WHEREAS, The state's recurring financial crisis is in large part a result of a tax structure which is both inflexible and inelastic, causing particular problems during periods of economic downturns; and, WHEREAS, The state and the City Bremerton is overly dependent upon inequitable property, sales and B&O taxes; and, WHEREAS, There is an interdependency between state and city taxation, and the state's declining financial ability have resulted in the City of Bremerton having to provide more services without additional financial resources; THEREFORE, BE IT HEREBY RESOLVED THAT THE CITY OF BREMERTON: 1. Encourages and supports a thorough examination and overhaul of the state's tax structure; and, 2. Supports a reduction in state/city reliance on sales, B&O and other excise taxes; and, 3.
