WHEREAS, The City of Bremerton has experienced wide-spread deterioriation of its streets and must conduct major street maintenance actions inorder to preserve its transportation system infrastructure; and, WHEREAS, The City of Bremerton continues to experience significant street maintenance costs due heavy industrial and commuter traffic resulting from operations of the Puget Sound Naval Shipyard; and, WHEREAS, The Washington State Legislature designated 4.61 percent of the state variable gasoline tax for use by cities in street construction projects; and, WHEREAS, The Washington State Department of Transportation is required to approve the proposed uses of these funds and the methods of construction; and, WHEREAS, The legislation requires them to approve expenditures only if the resurfacing is at least 6/100feet in thickness; and, WHEREAS, This requirement effectively limits the use of arterial street funds to construction and reconstruction activities using asphalt hot mix, thereby precluding chip sealing and other economical or new techniques; and, WHEREAS, The City of Bremerton was one of the first major industrial areas of the state to be developed and, therefore, has many sections of the City's street system requiring major maintenance actions; and, WHEREAS, Recent infrastructure studies indicate that continued maintenance through sealing is several times less costly over the long run than reconstructions; and, WHEREAS, The same studies show a shortfall of over $1 billion in available street funding over the next five years; and, WHEREAS, If the City of Bremerton is to reverse the past trend of deterioration in our streets and roads, we must efficiently stretch our limited financial resources; and, WHEREAS, The City of Bremerton is better able to recognize our local street problems and devise appropriate, least-cost treatments, than it is possible under inflexible legislative mandates and uniform state rules; and, WHEREAS, The Legislature recognized this problem for smaller cities in 1983 and passed HB 285, allowing cities under 5000 population to use arterial street funds for maintenance as well as construction; THEREFORE, BE IT HEREBY RESOLVED THAT: 1. The City of Bremerton urges the Legislature to repeal all construction and measurement standards imposed on all Washington Cities in the use of arterial street funds, as they did for cities under 5,000 population, and allow both maintenance and construction expenditures utilizing the most appropriate, locally determined methods; and, 2. The City of Bremerton urges that the Legislature remove the Washington State Department of Transportation from any and all approval and oversight roles concerning the use of arterial street funds; and, 3. Copies of this resolution are to be furnished to the Governor of the State of Washington, the Washington State Senators and Representatives representing Citizens of the City of Bremerton and the Members of the Transportation Committees of the Washington State Senate and House of Representatives.
