A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BREMERTON, WASHINGTON, WHICH ESTABLISHES CITY PROCUREMENT
POLICIES RELATING TO RECYCLABLE AND REUSABLE MATERIALS.
WHEREAS, the City of Bremerton is facing major solid
waste management issues which require immediate proactive
programs to avoid excessive financial burdens on its
citizens and to insure continued, safe refuse services;
and,
WHEREAS, implementation of programs which support and
promote the utilization of recyclable and reusable
materials is consistent with Federal, State and local
policies regarding improved solid waste management; and,
WHEREAS, successful implementation of recycling programs
must include development of market for recycled materials
and products made from these materials; and
WHEREAS, the State of Washington Solid Waste Act of 1989
(ESHB 1671) allows First Class Cities to establish
preferential purchase procedures for the procurement of
products made from recycled materials and for products
that may be recycled or reused.
THEREFORE, the Bremerton City council hereby resolves
that:
It is the policy of the City of Bremerton to allow
preferential purchase of products made from recycled
materials or products that may be recycled or reused.
It is the policy of the City of Bremerton to maximize
the use of products which are made from recycled
materials or that may be recycled or reused, unless
use of those products would be an unreasonable
financial burden on the City or if they would provide
a undue degradation in quality.
It is the policy of the City of Bremerton to support
business and industrial activity in the local area
which provides markets for and utilizes recyclable
materials currently in the waste stream generated in
the local area.
4. The Mayor of the City of Bremerton is directed to:
a. Establish an on-going program to review products
used by the City to identify additional products
which could be converted to a recyclable or
reusable product and to include the results of
these efforts in the recurring quarterly reports
' to the City council.
Modify existing contracts and insure clauses are
contained in all future contracts of the City
to extend these policies to all contractors,
concessionaires and vendors under contract to
the City of Bremerton.
c. Implement Administrative Procedures to implement
the policies contained in this resolution.
