A RESOLUTION relating to certain applications made under the
provisions of the Shorelines Management Act of the State of Washington.

WHEREAS, a public hearing was held on ........ ~ .... ,
placing an advertisement in the Bremerton Sun, a local newspaper of
general circulation, posting the property, and sending notice of the
hearing to persons within 2S0 feet of subject property; and
~VI{EREAS, the petitioner is the City of Bremerton, with a proposal
to install sanitary sewage lines along the shores of Port Washington
Narrows with the purpose of eliminating septic tanks and drainfields;
and
IVHEREAS, a substantial number of properties located within the
Local Improvement Distric~dispose of sewage directly into the adjacent
seawater; and
IVHEREAS, those who have septic tank fields are contributing
pathogenic bacteria and nutrients to the seawater through the ground
water flow to the beaches; and
WHEREAS, the hazard to the general health and welfare is impaired
for those who use the beaches; and
WHEREAS, the construction of the sanitary sewer linea~eviates
this condition; and
WHEREAS, no structures will be placed above the ground the
aesthetics of the beach area will not be disturbed; and
!VI{EREAS, the construction on the beach is confined to a narrow
strip the habitat will not materially be disturbed; and
!VlIEREAS, the sewer line must be placed on the beach to econom-
ically serve the residences, in the LID project areas.
THEREFORE, BE IT RESOLVED that to alleviate the damage now bein~
done by raw sewage and effluent from septic tanks flowing into the
seawater of Washington Narrows, to the acquatic life and sustaining
an ever present threat to the health, safety and welfare of the general
welfare, that the construction of the sewer facility on the East and
West side of the Port Washington Narrows be approved.
PASSED by the City Council of the City of Bremerton, signed by
the !4ayor and attested by the City C!~rk ~n guthentication of such
