Welfare.
The Bremerton Municipal Transit System, comprised of 7 reg-
ular routes and 18 special rush hour routes, serves a pop-
ulation area in excess of 39,400 people. Our City is the
location of Puget Sound Naval Shipyard with maintenance
and repair activity to all types of naval units.
A close relationship exists between the transit system and Bremerton
Housing Authority. One specific route serves the low income housing area
operated by the Housing Authority.
In our City there are a number of elderly people who are either un-
able to drive because of physical infirmities or financially not in a position
to purchase an automobile. Without an adequate Transit System, these persons
would be without transportation.
Need for new buses: The average age of Bremerton buses are over 2!
years. Fortunately, the experience and efforts of maintenance personnel in
the problem of keeping the buses in service has been outstanding; but this
cost is consistently increasing. In addition, many parts are becoming more
difficult to obtain. Another factor is the rainfall in this region resulting
in the rusting of certain areas causing structural deterioration on our older
equipment.
Generally, Transit is a public service and essential to the community
as any other municipal service or services. The importance of traffic flow,
street maintenance and other related factors gives the City of Bremerton a
strong commitment to the maintenance and improvement of public transportation
in the City.
Mandated by the voters in September, 1970, the City of Bremerton took
over the operations of transit.
2. No families or businesses will be displaced by the project,
and no adverse environmental affects are anticipated.
3. This project is in conformance with comprehensive land use
and transportation planning in this area. The project is
included as part of the 1971 Interim Regional Development
Plan which was adopted by the Puget Sound Governmental
Conference and has received favorable review and comments.
At the hearing, which is being held in accordance with the require-
ments of the Urban Mass Transportation Act of 1964, as amended, Bremerton
Municipal Transit shall afford an opportunity for all persons or agencies in-
terested to be heard with respect to the social, economical and environmental
impact of the project and to submit evidence and recommendations orally or in
writing with respect to the project.
The application for a Federal Grant for this project, including a
draft environmental statement and the transit development program are available
for inspection in the Treasurer's Office in the City Hall, Bremerton, Washington.
RESOLVED by the City Council of the Citv of Bremerton that the City
Clerk shall publish this Resolution twice in the legal newspaper, during the
thirty (30) days prior to the date set for this hearing.
PASSED by the City Council of the City of Bremerton, signed by the
Council and attested by the City Clerk in authentication of such passage this
