Resolution authorizing the filing of a joint application with
the Environmental Protection Agency of the United States of
America, and the State of Washington for Planning and Construction
Grants under the Federal Water Pollution Control Act of 1972,
as amended.
WHEREAS, the Secretary of The Environmental Protection Agency and the
Governor of the State of Washington are authorized to make
grants for the planning and construction of publicly owned
treatment works.
WHEREAS, the contract for financial assistance will impose certain obliga-
tions upon the applicant, including the provision by it of the
local share of project costs; and
WHEREAS, it is required by the Environmental Protection Agency, in accord
with the provisions of TITLE VI of the Civil Rights Act of 1964,
that in connection with the filing of an application for assistance
under Federal Water Pollution Control Act of 1972, as amended
the applicant give an assurance that it will comply with TITLE VI
of the Civil Rights Act of 1964 and the Environmental Protection
Agency requirements thereunder:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bremerton,
Washington:
1. That the Commissioner of Public Works, Fred S. Schoneman, is
authorized to execute and file a joint application on behalf
Of the Bremerton Public Works Department with the Environmental
Protection Agency and the State of Washington to aid in the financing
for the planning and construction of wastewater treatment facilities
in the City of Bremerton.
2. That the Commissioner of Public Works, Fred S. Schoneman, is
authorized to execute and file with such application an assurance

or any other document required by the Environmental Protection
Agency and the State of Washington effectuating the purposes
of TITLE VI of the Civil Rights Act of 1964.
3. That Fred S. Schoneman, Commissioner of Public Works, is
authorized to furnish such additional information as the Environ-
mental Protection Agency and the State of Washington may require
in connection with the application or the project.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF BREMERTON ON THIS
13TH day of February, 1974.

Subject Resolution to Grant Authorization
It is requested that the attached resolution be signed by City Council
which would authorize Commissioner Fred Schoneman to sign the
preliminary grant-in-aid applications for sewerage systems improvements.
The grant-in-aid applications are to be submitted to the Department of
Ecology this week.
