RESOLUTION authorizing the filing of an
application with the Department of Housing
and Urban Developrepent, United States of
America, for a Ccmprehensive Planning
Assistance Grant under the Housing and
Community Development Act of 1974.
WHEREAS, the Secretary of Housing and Urban Develorment is
authorized to make grants for comprehensive plarming;
WHEREAS, the contract for financial assistance will impose certain
obligations upon the applicant, including the provision by it of the local share
of project costs, and;
WHEREAS, it is required by the U.S. Department of Housing and
Urban Development in accord with the provisions of Title VI of the Civil
Rights Act of 1984, that in connection with the filing of an application for
assistance under the Housing and Community Develoiment Act of 1974, the
applicant give assurance that it will comply with Title VI of the Civil Rights
Act and the U.S. Department of Housing and Urban Development requirements
thereunder:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF T[~E CITY
OF BREMERTON, WASHINGTON
1. That the Mayor of Bremerton, Glenn K. Jarstad, is authorized
to execute and file an application on behalf of the City of Brennerton, with the
U.S. Department of Housing and Urban Development, to aid in the financing of
the development and improvement of the overall governmental capability and the
management and decision-making capability of the Chief Executive; to improve
public service productivity by making governmental services rare effective,
efficient and less costly; to develop and carry out a comprehensive plan as part
of an on-going comprehensive planning orocess.
2. That the Mayor, Glenn K. Jarstad, is authorized to execute
and file with such application an assurance or any other document required by
the U.S. Department of Housing and Urban Develonment effectuating the purposes
of Title VI of the Civil Rights Act of 1974, or for any other requirements of
the Housing and Conmunity, Development Act of 1974.
3. That Glenn K. Janstad, Mayor of the City of Bremerton, is
authorized to furnish such additional information as the Department of Housing
and Urban Development may require in oonnection with the application of the
project.

SUBJECT: Authorizing Resolutions
Authorization is hereby requested that the City Council authorize Mayor
Glenn K. Jarstad to sign the attached two Resolutions which would allow
the Mayor to execute and file;
a) An application with the Department of Housing and Urban
Development for financial participation in the development
of a comprehensive plan as part of an on-going comprehensive
planning process.
b) A pre-application with the Department of Housing and Urban
Development for financial participation to aid in the
construction of an indoor facility for recreational
participation.
