RESOLUTION authorizing the filing, of a pre-
application with the Department of Housing and
lipban Developnent, United States of America, for a
Non-Metropolitan Discretionary. Grant under the
Housing and Community Develorment ACt of 1974, Title
I, Subpart E.
WHEREAS, the Secretary of Housing and Urban Development is
authorized to make grants for the acquisition, construction, reconstruction
of facilities for recreational participation;
WHEREAS, it is required by the Department of Housing and Urban
Developnent, that the applicant guarantee successful and timely completion of
the project to the satisfaction of the Department of Housing and Urban Development.
WHEREAS, it is required by the U.S. Department of Housing and
Urban Development in accord with the provisions of Title VI of the Civil
Rights Act of 1964, that in connection with the filing of an application for
assistance under the Housing and Community Development Act of 1971., the applicant
give assurance that it will comply with Title VI of the Civil Rights Act and
the U.S. Department of Housing, and Urban Development requirements thereunder:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BREMERTON, WASHINGTON
1. That the Mayor of Bremerton, Glenn K. Jarstad, is authorized
to execute and file a pre-application on behalf of the City of Bremerton, with the
U.S. Department of Housing and Urban Develoment, to aid in the financing of an
indoor facility for recreational participation.
2. That the Mayor, Glenn K. Jarstad, is authorized to execute and
file with such application an assurance or any other document required by the
U.S. Department of Housing and Urban Development effectuating, the purposes of
Title VI of the Civil RiShts Act of 1964, or for any other requirements of the
Housing and Community Development Act of 1974.
3. That Glenn K. Jarstad, Mayor of the City of Brsmerton, is
authorized to furnish such additional information as the Denarbaent of Housing..
and Urban Development may reauire in connection with the application of the
Droject.

SUBJECT: Authorizing Resolutions
Authorization is hereby requested that the City Council authorize Mayor
Glenn K. Jarstad to sign the attached two Resolutions which would allow
the Mayor to execute and file;
a) An application with the Department of Housing and Urban
Development for financial participation in the development
of a comprehensive plan as part of an on-going comprehensive
planning process.
b) A pre-application with the Department of Housing and Urban
Development for financial participation to aid in the
construction of an indoor facility for recreational
participation.
