FINDINGS OF FACT AND CONCLUSIONS
TO SUPPLEMENT FINAL ENVIRONMENTAL IMPACT STATEMENT

These findings of fact and conclusions are hereby adopted along with,
and incorporated into, the findings of fact of the Final Environmental
Impact Statement, as approved, rezoning the following property from R-2 to B-3:
Lots 10, 11, 12 and 13, Block 4, Town of Bremerton as per
plat recorded in Volume 2 of plats on page 30, records of
Kitsap County, Washington; TOGETHER WITH the uplands and
tidelands in front of said real property. (complete legal
included in the file, hereby incorporated by reference, as
if set forth in full.)
After a duly and regularly held hearing thereon, and after consideration
thereof, the Bremerton City Council deems the reclassifications of said
property to be in the best interests of the City upon finding the following
facts:
1. Said property is designated in the Comprehensive Plan
(Resolution No. 1294, adopted April 21, 1966) as
appropriate for commercial use; and
2. The projected use of said property compliments the
redevelopment of the Central Business District, as
contemplated by said Comprehensive Plan, is consistent
therewith; and
3. The environmental impacts of the proposed project have
been adequately presented, considered fully by the
Council;
NOW, THEREFORE, the Council concludes, after careful consideration
of all matters, including those in the file or presented at the hearing
of said reclassification, that the reclassification of said property is
proper as:
1. Not inconsistent with the surrounding uses nor with the
domprehensive planning policies for the area; and
2. Not materially detrimental to the public welfare nor to
the property of other persons located in the vicinity thereof; and
3. Necessary for the preservation and enjoyment of a substantial
property right of the applicants.
