A RESOLUTION AUTHORIZING the final filing of
an APPLICATION FOR HOUSING AND COMMUNITY
DEVELOPMENT ACT DISCRETIONARY (HCDA) GRANT
FUNDS F0R PUBLIC WATER SYSTEM IMPROVEMENTS.
WHEREAS, Kitsap County and the City of Bremerton have
held two joint public meetings regarding the Housing and Community
Develoment Act Discretionary Grant Program duping which presentations were
made regarding the communities most pressing needs, and
WHEREAS, based on those meetings it has been determined that
the expansion and improvement of water services in the rapidly growing area
from East Bremerton to Silverdale is the most urgent community need at this
time, especially in light of expected Trident growth, and
WHEREAS, the timely expansion of such public water services
will (1) improve fire flow in an area which is critically deficient at this
time, and (2) lower per unit water costs and make possible the lowering of
per unit housing costs over what otherwise might be the case, and
WHEREAS, it is required by the Department of Housing and
Urban Development, that the applicant guarantee successful and timely com-
pletion of the project to the satisfaction of the Department of Housing and
Urban Development.
WHEREAS, it is required by the U. S. Department of Housing
and Urban Development in accord with the provisions of Title VI of the Civil
Rights Act of 1964, that in connection with the filing of an application for
assistance under the Housing and Community Development Act of 1974, the
applicant give assurance that it will comply with Title VI of the Civil Rights
Act and the U. S. Department of Housing and Urban Development requirements thereunder:
NOW, THEREFORE, BE IT RESOLVED BY THE C1TY COUNCIL OF THE
CITY OF BREMERTON, WASHINGTON
1. That the Mayor of Bremerton, Glenn K. Jarstad, is authorized
to execute and file an application on behalf of the City of Bremerton, with the
U. S. Department of Housing and Urban Development, to aid in the financing of public
water system improvements.
2. That the Mayor, Glenn K. Jarstad, is authorized to execute
and file with such application an assurance or any other doculment required bV
the U. S. Depatment ofHousing and Urban Development effectuating the pur-
poses of Title VI of the Civil Rights Act of 1964, or for any other
requirements of the Housing and Community Development Act of 1974.
3. That Glenn K. Jarstad, Mayor of the City of Bremerton, is
authorized to furnish such additional information as the Department of
Housing and Urban Development my require in connection with the application
of the project.
BE IT FURTHER RESOLVED, that such grant applications and
subsequent water system improvements be closely coordinated with such
similar actions taken by Kitsap County in the Tracyton-Fairview area.
