WHEREAS, The Housing Opportunities Plan prepared by the Puget Sound Council of Governments has resulted in the member jurisdictions of the PSCOG being eligible for bonus Block Grant monies, and WHEREAS, the amount of monies available is limited, and WHEREAS, open competition for the available monies would reduce the chances for any of the jurisdictions to be funded, and could create ten- sions between the member jurisdictions, and WHEREAS, consolidated applications would minimize the competition between jurisdictions and are better suited to assuring areawide approaches to housing problems; IT IS HEREBY RESOLVED that the City of Bremerton does hereby endorse a joint project between King, Kitsap and Snohomish Counties, and the Cities of Bellevue, Bremerton and Everett, with King County as appli- cant; and IT IS HEREBY RESOLVED that such project shall consist of a program to acquire sites for the development of assisted family units (primarily through the Section 8 program), and to acquire one or more sites for rehabil- itation of housing; and IT IS HEREBY RESOLVED that one site for new housing will be developed in each County, either in the incorporated or unincorporated area, with the assistance of the Housing Authorities having jurisdiction. PASSED by the City Council of the City of Bremerton, signed by the Mayor and attested by the City Clerk in authentication of such passage this 9th day of February, 1977. GLENN K. JARSTAD, MAYOR ATTEST: G. C. YEADON, SR., CITY CLERK DATE: FEBRUARY 9, 1977 TO: CITY COUNCIL FROM: Ken Attebery, Asst. Planner SUBJECT: Endorsement of a grant application for joint regional housing project, King County lead applicant. The attached resolution and transmital letter are presented for your consideration and action. The four county Puget Sound Region (presented by PSCOG) has received a Bonus Community Development Block Grant to be used for housing as a result of the PSCOG Housing Opportunities Plan being selected as one of the best in the Nation. This bonus money is limited and the staff of the six jurisdictions men- tioned in the attached resolution felt that a joint application for the bonus funds would result in a better use of the money than if each juris- diction were to pursue the limited dollars. King County is to be the prime applicant with the other five jurisdictions entering into interlocal agreements to carry out the intent of the proposal. The intent is to use the available bonus dollars to acquire property either raw land or structures which can be rehabilitated and thereby writing off this cost in the eventual development of subsidized housing on this site. This approach to the delivery subsidized housin~ is ~nnovative and is a demonstration approach within the region which can benefit all in- volved jurisdictions. This joint project has been reviewed with the PSCOG staff with favor and it is felt that Bremerton and Kitsap County can benefit from this project. Your favorable action at the City Council meeting of February 9, 1977, is requested. NOTE: I have further information on this proposal if the Council desires to review it. · CITY HALL WASHINGTON February 9, 1977 Mr. John Spellman King County Executor King County Courthouse Seattle WA 98104 RE: Puget Sound Region Bonus Housing Assis- tance Application Dear John: The City of Bremerton is proud to have been involved with King County and other Puget Sound jurisdictions through the FSCOG Hous- ing Task Force in developing a Housing Opportunities Plan which has received national attention. The Bonus Housing dollars that the Region is to receive as a result of this effort should now be dir- ected in a manner to implement that plan. The City of Bremerton hereby strongly endorses the joint appli- cation being developed with King County as the lead applicant to demon- strate the workability of property cost write down in the provision of a new rehabilitated subsidized housing in the region. Such a demon- stration could very effectively work toward the implementation of the Housing Opportunities Plan in one or more locations within the region. An official agreement is expected between Kitsap County, the local housing authority and the City of Bremerton to seek a demon- stration site in Kitsap County. Please accept the attached City of Bremerton Resolution as endorsement of the King County Bonus Housing Grant Application. Sincerely, GLENN K. JARSTAD MAYOR cc: Bob Theroux, Grants and M. McFadden, Kitsap County
