Routes will be placed within the street right-of-way between traffic lanes and the curb, alon~ the right margin of the roadway, and may be placed in conjunction (shared) with parking lanes and/or traffic lanes where necessary, according to the following standards: a. Three (3) feet from the curb where parking is not permitted. b. Eleven (ll) feet ~rom the curb where p~rking is permitted. 2. All storm water inlet grates within designated routes should be upgraded to permit safe bicycle crossing or should be clearly marked with warning stripes. 3. Routes should be signed as follows: a. Signs on posts, as required by the Federal Highway Administration, should be located at all significant decision points, including, butl not limited to, the beginning of each block, and more frequently on longer blocks. Signs should contain an arrow ~ indicating the direction the route follows. b. A solid white line eight (8) inches in width should be placed con- tinuously along the left hand edge of the bike routes, except no line should go through an intersection. (Equipment and manpower is available for this striping for less than 5~/foot. ) 4. Future additions should consider safety, tolerable gradients, sources of heavy.bicycle traffic generation, etc. Prospective routes should be test-ridden by an experienced cyclist and his/her conunents considered before final recommendation of additional routes. II. AREAS OF SPECIAL ATTENTION Bremerton roadways are Situated so that sever§l dangerous intersections are unavoidable. Suggestions for some of these areas are as follows: a. llth and Park. This intersection would require the cyclist to stop. There is a blinking yellow light at the intersection for llth St. traffic. Although this is a busy intersection, visabil~ty for cyclists is good. As the initial recommended route proceeds northward towards City of Bremerton Standards For Bicycle P~tes '~ Page Two II. a. the Warren Avenue Bridge, the llth and Park intersection was selected as the most desirable of the llth St. crossings due to the blinking light, good visability, and lack of grade. The use of extra caution at 'this intersection should be encouraged. A "Bicyclists Dismount To Cross" sign may be appropriate here. b. Burwell, Naval, and 6th Streets A~ea. Problems in this area may be encountered at certain times of the day. This area is unavoidable if provision is to be made for complete east-west bicycle traffic. A "Btcyclists Use Sidewalks" sign, as permitted under Section 46.90.55~ RCW may be appropriate for some stretches in this area, along with ~'Bicyclists Dismount To Cross" signs at uncontrolled intersections. c. Warren Avenue and 17th St. No problem with northbound bicycle traffic. For southbound bicycle traffic, a "Bicyclists Cross At 16th St. Light (Crosswalk)" sign should be added to the direction sign indicating a change of direction (onto 17th St.). III. FUNDING Funding of bicycle route facilities is currently available from several sources including portions of the motor vehicle tax (RCW 47.30.050), the lining and striping budget item of the general fund, and the Engineering Department (Six Year Plan, Items l, 2, and 3). Other sources of funding, including state and federal grants, are also avail- able for'certain bicycle-related project activities.
