A RESOLUTION amending Resolution No. 1657,
regarding the policy of the extension of City
sewer services, by the addition of four sub-
sections regarding exceptions to the general
policy.
WHEREAS, the City Council recognizes its responsibility
to maintain sufficient sewer treatment capacity to provide sewer
services to all the citizens of the City; and
WHEREAS, present financial considerations preclude
the near term enlargment or expansion of the City sewer treatment
plants; and
WHEREAS under certain limited circumstances exceptions
are in the public interest:
NOW THEREFORE, BE IT RESOLVED by the City of Bremerton
that the City Council does hereby adopt the following amendments
to Resolution No. 1657 and does hereby amend said resolution to
read as following:
(2) From this date forward, unless agreed to prior to
the date of this resolution, no further extension of sewer
services to properties outside the corporate limits of the City
of Bremerton will be made unless the City sewer treatment capa-
bility has been substantially increased prior to the date of such
request;
Except that Outside Utility Agreement Applications will
be considered for any property outside the City limits where
(1) The property owner has granted the City an ease-
ment for a sewer line, and such sewer line actually crosses said
property, or,
(2) An existing sewer line abutts a property owners
property, or,
(3) If any part of the sewer to which the property
owner desires to connect was built with either State or Federal
funds, or,

(4) If the lack of such sewer connection creates a
health hazard and there are no alternatives.
ADOPTED by the City Council of the City of Bremerton,
signed by the Mayor and attested by the City Clerk in authenti-
cation of such adoption this 6th day of June, 1978.
