congestion.

in order to permit an adequate assessment of impact.
4. A study of left turn movements on major arterials should be under-
taken and where feasible left turn lanes should be established.
5. Approval of new development and changes in use of existing developments
along major arterials should include consideration of the following
measures to maximize traffic carrying capacity:
a. Restricting and controlling turning movements, particularly
left turns from and onto arterials.
b. Access from frontage drive off main arterials rather than
separate and numerous individual driveways.
c. Deceleration lanes for right-turn ingress.

be encouraged and random commercial development discouraged in order
to maintain and protect the integrity of the residential area.
3. New commercial development along 6th Street should be designed to
minimize traffic congestion and noise in order to help ensure the
continued smooth function of 6th as a major arterial and to help
· protect and maintain those adjacent residential areas as desirable

4. Consideration should be given to removing on-street parking between
Warren and Pacific to ensure maximum traffic carrying capacity.
Parking demand studies should precede such action, however.
Regarding llth Street:
1. The primary function of llth Street should remain as a main east-west
traffic carrying arterial.
2. Development on llth Street from Montgomery to Washington should be
limited to residential uses.

side streets where possible.
Regarding Burwell Street:
1. The primary function of Burwell between Washington and Callow should
remain as a main east-west traffic carrying arterial.
2. Consideration should be given to the removal of on-street parking from
Washington Avenue to Callow Avenue to insure maximum traffic carrying
capacity and to improve access to the Central Business District and
the ferry terminal area. Before such action is taken, a study of
the feasibility and value should be performed.

carrying arterial and as access to traffic oriented commercial
activity. Where these two function conflict, the traffic carrying
function should be considered as the most critical.
3. Development and redevelopmerit of the commercially zoned property on
Wheaton Way between Sylvan Way and the Warren Avenue Bridge should
be designed to avoid further traffic congestion.
4. Consideration should be given to prohibiting all left turns from
Wheaton Way between Sheridan Road and Sylvan Way.
5.Consideration should be given to prohibiting left turns from Dibb
onto Wheaton Way; signalization should also be considered.
6. Reduction of the number of access points to Wheaton Way from View
Ridge Elementary School and East High School should be discussed with

flow in that area.

frontage road should be encouraged along SR-304 between the Bremerton

downtown and east side areas instead of the present Callow-6th Street

Can~arian corridor to llth Street should be performed to look at
alternate routes for through traffic.
Regarding Kitsap Way:

west traffic carrying arterial.
2. The secondary function of Kitsap Way should remain as access to
traffic oriented commercial activity.
3. Additional commercial activity should take place as an in-depth
expansion of existing commercial areas where possible rather than
being introduced into undeveloped or non-commercial areas.
4. Areas currently zoned commercially should be substantially developed
prior to considering new areas for commercial classification.
5. A combination of turning pockets and a fifth center lane on Kitsap Way
should be extended from Oyster Bay Avenue to Shorewood Drive to provide
residents and existing businesses safe and convenient access,
6. The existing ill-defined business accesses along Kitsap Way should be
better defined and combined where practical through the development of
frontage roads or common drives with sidewalks and/or curbs to reduce
the associated traffic hazards.
7. The development of a frontage road or roads along Kitsap Way should
be given strong consideration.
8. Access to and from the east (downhill) side of Kitsap Way between

entire length of Kitsap Way. These facilities should be adequately
separated from vehicle travel lanes.

11. The wide right-of-way along Kitsap Way should not be vacated when
bicycle/pedestrian paths, frontage roads, additional through lanes
or the establishment of left turn lanes would be a beneficial
possibility.
12. Parking within the Kitsap Way right-of-way should be limited to
areas which by their location and usage do not interfere with the
safe use of the arterial.
13. Upgrade existing traffic and pedestrian control signage commensurate
with increased traffic and congestion.
14. Specific consideration and study should be given to items 11-19
contained on pages 3 and 4 of the March 2, 1978 Kitsap Lake
