A RESOLUTION naming the Housing Authority of the
City of Bremerton as designated agent for the City
of Brmerton for certain purposes.
WHEREAS, the United States Housing Act of 1937 provides that there shall
be local determination of the need for low rent housing to meet needs not being
adequately met by private enterprise; and
WHEREAS, under the provisions of the United States Housing Act of 1937,
the Secretary of Housing g Urban Development is authorized to provide financial
assistance to public housing agencies for low-rent housing; and
WREREAS, the Housing and Community Development Act (HCDA) of 1974 allows
the Secretary of the Department of Housing and Urban Development to award special
discretionary Bonus Block Grant funds For assisted housing projects; and
WHEREAS, the Puget Sound Council of Governments entered into a Regional
(4 County, 10 member jurisdiction) Housing Opportunity Program (HOP) Bonus Block
Gra~t proposal from HCDA Block Grant funds for land acquisition for subsidizing
assisted housing projects; and
WHEREAS, the City of Bremerton and Kitsap County were parties to this
Bonus Block Grant proposal; and
WHEREAS, the grant proposal was accepted and funded under the administra-
tion of King County's Housing and Commttnity Development Section, HUD project
number B-77-SA-53-O001, with the City of Bremerton named as a participant; and
WHEREAS, the Housing Authority of the City of Bremerton is better able
programatically and statutorily to receive, administer and utilize grant funds
associated with assisted housing; and
WHEREAS, the Rousing Authority of the City of Bremerton has the power to
acquire land for housing projects (RCW 35.82);
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSIONERS OF THE CITY OF
BREMERTON, WASHINGTON:
The City of Bremerton does hereby transfer or forego to the Housing
Authority of the City of Bremerton whatever right, interest or ability the
City has with respect to the receipt, administration and utlization of those
Bonus Block Grant monies mentioned in the preamble of this resolution with the
exception of normal and routine review afforded local goverranent of any assisted
housing proposal provided under said grant;
BE IT THEREFORE FURTYFER RESOLVED the City of Bremerton designates the
Housing Authority of the City of Bremerton its agent for the purposes of grant
monies utilization stated in the preamble of this resolution.
PASSED by the City Commissioners of the City of Bremerton, signed by the
Mayor and attested by the City Clerk in authentication of such passage this 21st
day of February, 1978.
