HomeMy WebLinkAbout1835 RESOLUTION NO. 1835 A RESOLUTION creating a Central Data Processing rate structure. WHEREAS, the City's Central Data Processing Fund (502) exists to recover cost for the Computer Processing and to provide informatlon for the continuing cost justification for the City's computer installation. WHEREAS for the recovery cost to the Data ProceSsing Department, Attachment A breaks do~ in detail the rate structure for 1980. WHEREAS this rate structure is based on Burrough's Time Analysis and Billing System (TABS) for B1800/B1700 of March 1979. This system is now installed on our B-1835. The structure consists of variable rates to each user based on the actual cost of the computer, its peripheral equipment, labor, and supplies as budgeted for the Data Processing Department. The rates may go up and down based on actual usage, except for users presently with contracts with fixed rates, and these contracts, if found not recovering our cost, will be renegotiated for 1981. PASSED AND APPROVED by the City Commissioners of the City of Bremerton, signed by the Mayor and attested to by the City Clerk in authentication of such passage this 11th day of December, 1979. Maintenance for B1056 Expansion Cabinet 63.00 Per Month $ 812.80 III. Special Cost A. Overhead Charge. Per Month $4,833.34 ~,is overhead is distributed to all users based on percentage of overall usage during a given n~onth. B. Overhead Charge Justification. 1. Staff Programmer/Salary $13,992.00 2. Two Keypunch Ill Salaries 24,743.00 3. Employee Benefits-25% 9,684.00 4. Total Supplies 6,000.00 5. Transportation 2,000.00 6. Training 1,250.00 7. CRT Cables 331.00 Per Year $58,000.00 Per Month 4,833.23 IV. Da. ta Pr~c~s_s_~ng Contracts. A. Contracts With Variable Rates. In the future all contracts will be based on actual cost. Actual cost as determined by the Time Analysis and Billing System (Burrough's TABS B1800/B1700 Reference Manual of March 1979). TABS also determines the actual cost and bills our own City Departments. Example, if TA~S determines $300.00 should be billed for a given month, then $300.00 is billed. If a month later TABS determines only $275.00 should be billed, then $275.00 ~s billed. B. Contracts With Fixed Rates. In the past the City negotiated F~xed Billing Amounts such as with the Public Utility D~strict One, Port Orchard Police Department, and Kitsap County Health Department. These fixed amounts will reduce the overhead charge (see Ill.A) to all otber users. These Pre-1980 contracts will be closely watched during 1980, and if it ~s found that the Central Data Processing Department is not recovering its cost, then new contracts will be executed for 1981. V. SpeCial In-House Labor Charge. Analyzing, Programming, Testing, Documenting, or Implementing of a program (s) by the Data Processing Manager or Staff Programmer, for a User, that User will be charged $5.00 per fifteen minutes with fractions rounded up to the next fifteen minute increment. Example, the Data Processing Manager programs for fifty minutes for a user, that user will be charges $20.00 for one hour. Justification: To recover the cost of the Data Processing Manager's salary and benefits. A. Salary $20,000 B. Benefits-20% Per Year 4~0~0 $24,000 The DPM's salary and benefits should not be added to overhead (see III). Time spent programming for example, especially for a user who monopolizes time available for programming in-house should pay for it, not all the users who may receive little or no programming dnrtng a given month. VI. Over-t~me and Com~-time Char~e~. Any user requiring over-time or comp-t~me of any Central Data Processing employee, will be charged for it. Justification: Due to the fact that no over-t~me or comp-tfme has been budgeted for in the Central Data Processing Fnnd, th~s additional cost must be covered. VII. .~tor~a~ Cost and Back-UE Tapes__. For the sake of simplicity, storage and back-up tapes should be fixed to the cost of buying the tape. For example, ~f the Equipment Rental System required back-up and storage tapes, ]et's say ten (10) were required, then a one time charge of $100.00 woul~ be assessed if the current purchase cost per tape was $10.00. Justification: Small tape users should not have to pay high overhead cost due to large tape users. Any tapes purchased and charged during a given month, that amount charged will be reduced from overhead (see III.A) for that month to all users. NOTE: Storage tapes are stored in-house. Back-up tapes are temporarily stored off-site in a bank vault or on-site in our present fire-proof safe. Any other special provisions may require further charges, as deemed necessary by the Data Processing Manager. VIII. ~pJ_~jal ~u~plies Anytime special s~pp]ies are ordered for a user, that user w~ll be charged for the cost of the supplies. This cost will be reduced from overhead (see Ill.A) for that month to all
