That the [iuuicipal wharf and all floats, and all appurt- enances ~Lere~o, shall be under ~he i~odiate supervision of %h~ wharfinger ~pDoin~ed by tim L~yor and ~ty Co.mil of ~ne City of Bremerton to whom all .~estions relative to the ~eg%lat~on and landin~ of launches shall be refsrred <~r in his ~bssnoe, to his assistants, for his action thereon, and he sha~l ~he fiual arbitrator thereof. ~ection ~. It shall be the duty of the Wl~rfimger to provide such rules an~~ ret~lation~, b~ and wiM~ the Om,%llSSnt~ Of the City Com%cil, as may be necessary Yor the m~nagement and control of said wharf, floats a~ apm~rtena~ces ~$~mreunb~ be%onging, as n~y no~ be herein contained, who shall s~e ~o She strict ~$nforcement thereof, and in the event of a~V violation of the provisions of this ~Ord~m~ace o~ o.~. s~d ~ules and re~l~.~tions, the sa~d ~harfinger ~d h~s assistant ~e hereby empowered ~o arrest any and all persons violating the provisions there- ?~z and cause s,.~id person or persons to be prosecuted in the Police Court of sai~] ~Oity of Br~mmrton. Zection ~. The s~Id wh rfinger shall supervise the landing at caid ,~wharf or floats, of all launches or other floatin~ craft, m~d shall require :~y and all persons oonaected uith said launches or floatinj or, ts to at all times condue~ the~$selves in a lawabiding and orderly manner. Zestion 4. It sk~ll be unlawful f o~ any oerson Or ~pereons ov~ing or ~ving charge of any launch or la~ches carrying passengers or freight for hire, ~or ha~ing any l~unch or launches for hire, to rise said wharf, float or floats ~s a landing place until M?~ey shall have first ~ocured a permit from the said wharfinger and have paid tko license fee therefor, accordin~ to the schedule of tabes es~ablisked by the City o~ Bre~erton ~and the }~blic Service C m~mnission of the ~tate of Jashi ~gton, monthly in advance, and upon a~ failure secure ~a~d permit and~a~-~ the fees therefor according to said he or thsy shall be deemed g~ilty of a misdemeanor ~ p~ished i~ection 5. I~ shall be the duty of any person or persons, firm or ?orpo~on ownin~l, ~avind~ charge of or operating ~y launch or la~ches for hire, ~ re~ort to ~fl:e said wkarfinger any and all freight which 'shall ~ be loaded at said wkurf or ~a'.e~ t~refrom, and to furnish the ~sak~ wharfinger a list of such lamnck or lammhes so operated, together witk a record of the landings f such~lam~ch or launches so owned or o~erated by them On the first day of each ~d every month after the taking effect o.~ this ordinance,' o~tmon 6 It shall b~ unlawful ~ - ~ ~o~ either upon ~aid wharf or floats, co~-~oted tberewitk or in to ~e J~Oud, 9ro~Tane or obscene language, or do or perform any act~ fend disturb the ~"~ti 7.
