Sec. 2. That all the colts and expenses of said improvement including all necess- ary and incidental e×'.penses, sh~ll be borne by, and ass,:~ssed against the property in- eluded in the asses~sment diStrmtCt, hereinafter created, in accorded, nee w~th law. The City of Bremerton Shall not be liable in any manner for any portion of the cost anS~ expense 3f said improve~uent, except fo? theft portioa extending from the inner harbor line to the Municipal Wharf.
