HomeMy WebLinkAbout0562 Q~D INAN CE NO, AN ORDINA~ICE providing for the improvement of ~¥arren Street from the center line of Ninth Street to thecenter line of Evelyn Street; Evelyn Street from the center line of %¥arren Street to the center line of Broadway Street; Bromdway Street from the center line of Tenth Street to the center line of EvelNn Street; Tenth Street from the center line of Broadway to the center line of Warren Street by constructing thereon a combined storm and sanitary sewer, along with the necessary Ye, branches, catch basins, man-holes, inlets,and lateral sewers, also any and all draining, grad- ing and lamp-hole s necessary to complete in a good and workmanlike manner and to do such otheJr and further work in connection therewith as may he necessary to make ssi d improvement a complete job all in accordance with the plans and specifications pre- pared and on file in the office of the city clerk, and in accordance witl~ the reso- lution passed by the city council of Bremerton on the EBnd day of October, 191?, and creating Local Improvement District No. 79 providing that the pa~nent for said im- provement shall be made by special assessments upon the property in said districts abutting upon or contiguaus ~r approximate to said property, and payable by the mode of "Payable by Bonds." THE CITY COUNCIL OF THE CITY ©~ BRE~iERTON DO ©RDA~N AS FOLLO%VS: Sec. 1, That Warren Street from the center line of Ninth Street to the center line of Warren Street to the center line of B oa~way,,street; Broadway from the center line of Tenth Street to the center line Jf Evelyn Street; Tenth. street from the cent line of Broadway Street to the center line of Narren Street, be improved by constrmct in~ thereon a combined storm and sanitary sewer, along with the necessary Ye, branche catch-basins, man-holes, inlets and lateral sewers, also any and all draining, grad- ing and lamp-holes, and by doing such other and ~ further work in connection therewith as may be necessary to make said improvement a complete Job all in accordance with the plans and specifications prepared and on file in-the office of the city clerkS and to do all things necessary in the ~remises in accordance with the resolution passed by the city council of the city of B~emerton, OCtober 2~, 1917. Sec. ~. That all the costs and expenses of said improvement including all necessar and incidental expenses, shall be borne by and assessed against the propery included in the assessment district hereinafter created, in accordance with. law. The city of Bremerton shall not be liable in any manner for any portion of the cost and empense of said improvement. Sec. Z. That thez'e is hereby established and created a l~ocal Improvement District to be called "Local Improvement District NO. ~9" the boundaries of which dia-trict are here'by specified and described as follows, to-wit: Commencing at the intersection of the center line of Na~-'ren Avenue with the center line of Ninth Streat, running thence East along center line of Ninth Stree 16?.? feet to center of Block 5, Central Addition, thence north along the center line of alley in Block 5, and Block No,~ ~ of Central Addition to the intersection of said centerline of alley with the center line of Evelyn Strew:t; thence west along center line of Evelyn Street with center line of ~'~arren Avenue; thence North along center line of Warren Avenue l~5 feet; Thence west $5E.~ feet to center line of Broadway; thence south along center line of Broadway lS§ feet to intersection of center line of Broadway with Evelyn Street; thence V'~est along center line of Evelyn Street 16Z.? to center line of Block between Chester Street and Broadway; thence South to a point (which point is on the center of Tenth Street, produced); thence East along said lint to the intersection of center line of Broadway and Tenth Street; thence South along center line of Broadway 1~5 feet; thence East 16~.06 feet; thence south to a point (which point is the center line of Ninth Street, produced); thence East 169.06 feet to the point of 'beginning. Sec. ~. That said costs and expen~$s of said improvements aforesaid shall be asses e~ against said property included in said im,p~'o~e~ent district in proportion to area and in accordance with the provisions of Sec~xon ~ of Chapter 168 o±' the Session Law~ of 1915, of the state of ;Vashin?ton. Sec. 5. Bonds bearing interest ~t the rate ,of seven per cent per annum -payable on 8r before five years from the date of issuance shall be issued in payment of the cost and expense of s~id_improwement which bonds shall be redeemed by the collection of spe, assessments to be levied and assessed upon the property with in said district, payabl. in five equal annual installments with interest at the rate of seven per cent per ann~ under the mode of "Payment of Bonds" as defined by law and the ordinances of the city Bremerton. These bonds shall be delivered to the contractor in redemption of wa~rant~ on the Local Improvement District i~und issued on estimate s of the city Engineer, or the city of Bremerton mas at its election sell said bonds ~and make such redemption in cash. Sec. 6. This ordinance shall be in full force and effect five (5) days from and afte~ its passage, approval and publication as provided by law.
