margin of ~ifth Street tO the north margin of ~111 Street, by the widening of
Pacific Avenue north of Sixth ~treet in front o~ the property owned by John Rolstad
where the said property owned by the sa£d John olstad projects into the said '
Pacific Avenue for a distance of Twenty feet, bp appropriating so much of said
property owned by said John ~{olstad as is necessary to make said street of equal
and uniform width, that is to say, a strip twenty feet in width and 1Z0 g/10'feet
long extending with the asid street, the expertise of such appropriation to be in-
eluded in the cost of said im,orovement and ohar~ed to the ~ro?ert~i' included in
the improvement district herein provided for and ~he repayment to the Ci~,y of any
expense or cost tho the City or its general Fund may h~_,~ve invurred in appro-
priating said strip of land and by clearing, grubbing, ~rading, constructing,
altering or lowering mai~ and l~,teral sewer,s, providing for drainage, and construct-
ing curbs and gutters, and by pacing with a one-course concrete pavement, together
with any and ali oth~r work to finish the job in a ~ood and work~nanlike mannsr,
and to do such other and further work in connection th e~',ewi th as is neces~ary to
make suc~ improvement a complete Job, all in accordancw with plans and specifica-
tions prepared by the City Engineer and on file in his office and in the office
of the City Olerk of the City ~f Bremerton, and in accordance with a resolution
passed by the City Council on the day tf July. A, D, 1919, and creating
Local Improvement District ~o. 9Z, and providing that payment for said improvement
shali b.e m~ade by special assessments upon the pro~erty in said district abutting
upon or ~ontiguous er approximate to the said improvement and oayi~le by mode of
payable by bonds.

Section 1. That Pacific Avemue from the north margin of ?if th Street to the
north margi of ~[ill Street in front of the property owned by John Rals~ad, where
the saidpro~erty owned by the said John ~ialstad projects into tl_~? said ~acific
Avenue for a distance of twenty feet, by appropriating so much of said pro arty
owne~ by said John Ralstad as is necessary to make said street of equal and unifor~
width, that is to s~y, a strip twnety feet in width and 1~0.8 feet long extending
with said street, the expense of such appropriation to be included in tl]e cost of
said improvement and charged to the property i~cluded in the im?rove~ne~t dist~ict
herein provided for, a~d ti~e repayme~t to the City of any expense or cost ~hat the
0ity or its genewal fu~d may have incurred in a~propriatting said strip o£ land and
by clearing, grubbing, grading, constructing, altering or lowerin? ~aain ~d lateral
sewers, providin~ for drainage, and oonstruoti~g curbs and gutter~, a~d by ~pavin~j
with a one-course concrete ~p~,vement, together with any and all other work to finish
the job in a ~'ood ~nd workmanlike ~aanner, and to Re such other and further work in
connection thez'ewith as is necess~r~: to make such impro~eme~t a complete Job, all
in accordance with plans and s0ecifications prepared b~, the City Engineer and on

A. D. 1919.
Seotio,n 2. That all cost a d ex~ense ~f said improvement, includins~ the cost
of !ourchasing, appropriating or ~oaying any judg~ent now outsta~ding a. gai~st the
City of Bre~ez'ton fei' the strip of land twenty feet wide and 130.5-'feet lon~I, which
externals into t-~e said Pacific Avenue and owned by John i{alstad and any and all
expense which theCi~y or its general fund shall incur by such appropriation, in-
cluding all neces~,.ary and incidental ex?enses co~nected with said improveme_~t, and
said appropriation, shall be borne by and assessed against the property included
in the assessment district hereinafter created in accordance with the law. The
City of Bremerton shall not be liable in any manner for any portion of the cost
and expense of said improvement or a!?propriation of said property exceD~ for its
fair proposition of such cost to be assess, ed agains~ any property in said district
her, inafter created owned by said City of Bre~aerton.
Section 3. That the a~>propria, tion of that strip of land twnety feet wide and
1~0.5 feet long 9rejecting i~to PaciFic Avenue north of Sixth Street az~d owned by
John Ralstad is adjudged to be a special benefit to the p?opew~y' included in ~he
assessment district her i~-,after provided for, and of special benefit to the owners
of said property.
Section 4. That there is hereby established and created a Local Improvement
District to be called "Local Improvemen~District No. 93," the boundries tf which
district are hereby specified and dtscribed as follows, to-wit: Coa~aencing at a
point on the north ~aargin of Fifth Street, which point is ~73.75 feet west of
west margin of Pacific ~ven e; thence north oarallel said west margin of ~>a~ific
Avenue to a point on north margin of Seventh~Street, which point is 375.75 feet
west of the west margin of Pacific ~venue; t?~ence east alo,~g the north margin of
Seventh Street 135 feet to a point 240.75 feet west of the west margin of Pacific
Avenue; thence north ~arallel with said wast m>argin of ~acific ~venye; thence eas~
along said south margin of Eigi]th Stree~t 132.00 feet to a point 108.75 feet west

of the west margin of Z~acific Avenue; thence north p~rallel with Pacific Avenue to a
point 300 feet north of the north margin of i,~ill Street and 108.75 feet west o£ the
west margin of ~acific Avenue ,~roduced; thence due east to a point 105 feet east of
the east margin of Pacific Avenue produced.; thence south to a point of the north
margin of i~Iill Street which 9oint is 105 feet east of tl~e east margin of Pacific
Avenue; tl~ence south parallel with Pacific ~venue and 105 feet east of t[~e east margin
thereof to a point on the ,:outh margin of Sixth Street, 105 feet ,east o£ the east mar-
gin of said ~acific ~venue; thence east along said south m~rgin of 'Sixth Street 255.1~
feet; thence southwesterly parallel with the center line of ;'~,~,shington Avenue to a
-point on the north margi~ of ~ifth Street 337.78 feet east of the east margin of said
Paci£ic Avenue; thence west along the north margin of said ~ifth Street 78~.51 feet
to the point of beginning.
Section 5, That Said cost a:d expense of said improvement, together with the
cost and expense incurred by tine Oity or its general fu~d in pgrchasing or ~ppropriat-i
ing that strip of property twenty feet wide a~,d 130.5 feet long owned by John Ralstad
which: projects into said Pacific Avenue, for the purpose of t~e widenin~ of said
Pacific Avenue, shall be assessed agai~xst said property i~cluded in said i:m~rovement
district in the api:~ropriation to the area and in accordance with the provisions of
Section 2, Chapter 168 of the Session Laws of the State of Washington for 1915.
Section 6. Bonds bearing interest at the rate of 7 per cent per annum, payable
on or before l0 years from date of issuance, which bonds shall be redeemed by the
collection of special assessments to be levied and assessed upon the property within
said district, ~oayable in $ equal i:sta:ilments, with i:terest at the rate of ?oer
cent pe~~ a:num, under themode of payment by bonds as defined by law and the Ordinances
of the City of Bremerton. These bonds shall be delivered to the contractor in the
redemption of wa~,.rants on the local improvement district fund issued ~n the estimate
of the 0ity Engineer, or the City of ~remerton may at its election sell the
bonds and make such :edemption in cash.
Section 7. This Ordinance shall be in full farce and effect from five days after
its passage, a,~-?oval and i~ublication.
