Section 2. That atl~st and expense of said improvements, in~ludia~, all
and incidental ezpenses, ~,a, tt be 'borne by a~.~i assessed against the property included
in ~he a~,sessment district hereinaffter created, in accordance with law. The City
Bremerton sJ~ali not be liable in ~ny matter for .~ny portion of ~:h~ cost an::!

Section 5. Bonds bearing interest at the rate of 7 percent. :~er annum, payable on
or before five years from date of issuance, shall 'be issued in ayment of t~a coat
and exgense of said iaprove:nents, which 'bonds sha~! be redeemed by tn collection of
