AN ORDINAi~CE regulating common carriers of passengers upon ~he public streets
of She Gi~y of Dr~ner~on in ms,or propelled vehioles, providing for the licensing
of suGh vshiolss, prescribing regulations for the same and fixing penalties and
repealing Ordin~]oe Z~o. 563.
BE IT ORDAE~ED BY T~ CI~ C0I~DZISSION OF ~iE CI~ OF BRE~TON, AS ~OLLOWS:
Ss~ion 1. Tbs wor~ "jitney bus" as herein used shall mean ~o includs 8vsry
m~tor propelled vehicle used in the ~r~spor~a~lon of persons for hire over the
s~ree~s and within ~he limits of ~he ~i~2' of bremer~on, over a prescribed rou~e
and according $o schedule.
"Au~ S~age" as distinguished from "jitney bus" is hereby defined to mean a
~o~or ~ vehlG18 used for the ~ra~por~a~ion of passengers and baggage for
hfre on a regular schedule of time and rates between the City 3f Dremer~on and
some poini beyon~ ~he city limits of said d~y of Dremerton and beyond the limits
of ~y adjoining oily.
"In,er-city ~au~o s~age" is hereby defined ~o mean a motor vehicle ~ed for
the tra~portation of ~ssengers ~d baggage for hire. on a re~lar schedule of
~ime and rates between the City .of Bremer~on ~d any adjoining incorporated city.
"Person" as used in this ordinance is ~ereby defined ~o include ~y individual
or combination of individuals, firm, corporation or assoeia~ion.
~ee~lon 2. I~ shall be ~lawful ~3 drive or operale an auto stage of any
kind or jitney b~ in ~he dity. of Bremerton without firs~ procuring a license ~d
paying an o~cupa~ion t~ ~herefor.
THe first application for such license shall be made t,~ the 0ity 01erk and
shall state the n~me, place of residence and occupation of the applicant,
with the proposed route and schedule of such auto stage or Jitney bus and fee
hereirmfter prescribed shall accompany such ap_olication, whereupon ~he City Clerk
shall issue such license, provided, that if such application be for a jitney bus
license, the first made by such applicant or into a territory already served, such
City Clerk shall refer such application to the 0ity 0ommission for
.~ Seo~i0n $. Any person ooerating a jitney 'bus in the City of Bremerton with
~a, seating caDacity of not to ,~xceed Ten (10 ~ersons arid making in excess of thirty
(~0) round trips per day between termini shall pay an occupation tax or a license
fee of Fifty(S50.00) Dollars for each and every such jitney bus. Every person
Operating any inter-city auto stage between the City ,~f ~remerton and any adjoining
incorporated City having ~rocured a certificate of necessity from the ~tate Board
of Public ~¥orks the~'efor, making more than thirty (S0) round trips between termini
and having a total seating capacity in such state or stages so operated by such per
son of not less than thirty (~0) and not more than seventy (?0) passengers in the
aggregate, shall pay an-occupation tax or license fee of i~v~ Hundred Pifty ($B~O.00
Dollars for all such auto stages not more than ten (lC) in ntunber and Pifty ~$50.00
Dollars per car used as an inter-city auto stage exceeding ten Il0) in mumber.
Every person operating an auto stage between the 0ity of Sremerton and any pol~
outside the incorporated limits of any adjoining city and making less than ten (10)
round trips per day and having a sea~ing capacity in such auto stage of not to exce
twenty (E0) passengers shall pay an occupation tax or license fee of Pive ($1'5.00)
Dollars for each and every such auto stage.
No license issued under the provisions of this ordinance shall be ~ransferable
Section ~. No new license shall be issued to operate any jitney bus over
any route or into any territory already served except upon the petition of at
least twenty-five householdez~s living on such route. Every applicant for a
license of any kind under the provisions of this ordinance shall file with the
City Clerk the route covered by such licensee together with a schedule of trips,
and every jitney bus licensed under the provisions of this ordinance shall main-
rain a schedule from ?.00 A. ~,I. to 8.00 P. ~[., each and every day, except Sunday
and holidays, during which days it shall be optional with said licensee.
Section 5. The fare on any jitney bus or auto stage to the city limits of
the City of ~remerton shall not exceed five 15~) cents for each passenger from
?.00 A. ~. to 10.00 P.
Section 6. It shall be unlawful fo~' the owner or operator ~3f any jitney bus
to fail to operate same according to his schedule or to fail to cover the entire
route each trip or to permit a deviation from such route or schedule, unless the
failure to do so shall be the result of accident and ~he closin~ of such route
to vehicle traffic, conjestion of traffic or some circumstance in good faith
beyond the control of such owner or operator; and in the even~ of accident or
break down the owner shall forthwith place another bus on said route and maintain
his schedule without unnecessary delay.
Section 7. The Commission may during the life ~f any jitney bus license
prevent undue traffic conjesti,3n or for the safety of the public or for public
convenience reserve the power by Resolution entered of record to change or alter
such route, schedule or hours of operation or either or all of them and the holder
of such license shall comply with such change.
Section 8. 'l'he City Commission hereby reserves the power and authority to
designate the terminus of any auto stage or Jitney bus route within the City of
Bremerton, and it shall be unlawful for any driver or operator of ,such auto stage
or jitney bus or such licensee to refuse to comply with such order of the City
Commission designating such ~erminue.
Section 9. Any person violating any of the provisions of this ordinance
shall be deemed guilty of a misdemeanor and upon conviction thereof shall ~e fined
in any sum not exceeding One Hundred ($100.00) Dollars or imprisoned in the City
Jail not exceeding thirty ~30) days or by both such fine and imprisonment.
Section lO. That ordinance No. 563 and all other ordinances and parts of
ordinances in conflict herewith are hereby repealed.
Secti~n 11. ~This Ordinance shall be in full force and effect thirty (.~0)
days after its passage and publication as provided by law.

City Clerk in authentication of such Pass~ge ~his 24th day ~f January, A. D. 1923.
