HomeMy WebLinkAbout0693 0rdimance No. 69~ AN ORDINANCE providing for ~he improvement of Mill Street from the west margin of Highland Avenue west to the west margin of Water Street; Olive Street from the east margin of ~ark Avenue east to the west margin of Sheldon Boulevard; Sheldon Boulevard from the west margin of Water Street thence west, northwest and north to the north margin ef Olive Street; Water Stree~ from the north margin off Bay View ~hence north to the south margin of Mill Street, by clearing, grubbing, grading, constructing concrete curbs and gutters, concrete sidewalks, the eon- struction of a main sewer, lateral sewers, inlets, catch basins, man-holes and flush tanks, providing for the drainage thereof, the furnishing, eon- strutting and laying of lateral and distribution water mains and services as shown on the maps, plans and specifications, and sufficient for the district hereinafter described, and by paving with a one-course concrete pavement, together with any and all other work necessary to finish the Job in a good and workmanlike manner, and to do such other and further work in connection therewith as is necessary to make such improvement a complete Job, all in accordance wi~h the plans and specifications prepared by the City Engineer and on file in his office and in the office of the City Clerk of ~he City of Bremerton, and in accordance with a resolution passed by the City Council on t, he l£th day of April, A. D. 1920, and creating Local Improvement District No. 98, and providing for payment for said im- provement upon the property in said district abutting upon, contiguous and approximate to the said improvement, and payable by mode of "Payment by Bonds". The City of Bremerton s~all not be liable in any manner for any por- tion of ~he oos~ and expense of said improvement, e:~:cep~ so much of the cost of said i~[~rovemen$ as may be o[~rged agains~ City property in s~tid district. - Section 3. That there is'~ hereby established and created a Looat Imorove~- men,District' "to be called "Local &mprovement District No. 98 ," The bo~mdaries which distric~ ~.r~ hereby specified and described as follows, to-wi~: Oo.~m~encing a~ ~he sou~he~s~ corner of Lot One (1), Block ~o {2), of B~y View Addition, theno~e wes'~; following ~he s~u~h ~mrgin of Bay View Addition to a point on the east margi~ of Pacific ~venue, which point is the sou~hwes~ morner of Lot Eight ~8), Block Three ~), of Bay View ~kddition, thencd crossing Pacific Ave,~ue to a poi:et on ~he wes~ margin off Pacific ~wnue, and ~he southeast corner off Block ~ive off Bay ~iew ~{ddi~ion and the noz'thwest corner off Paciffic ~ve~ue and Bay View S~ree~, ~hence west following ~he north margin off Bay View S~reet'to the ~ion of east margin of Park Avenue, thence north following ~he cass margin Park Avenue ~o a point ffo~ h~dred feet (400) north ofthe northeast corner Olive Street and Park Avenue: east to the Imer Harbor line; ~henoe meandering ~he i~mer harbor .~_ine to ~ point due east off the [)oint of beginning: ~hence west ~wo htmdred for~y-two ~and 4/10 feet {24~.4) to ~he point off beginninT. Section 4 . That said oos~ and expense off said improvement~ shal~ be ass- essed against said ?roper~y included in said improvement distric~ in [~rogortion ~o area and ia accordanc,:~ wi~h the provisions off Section 2, Chapter 168 of ~he Session ~ws off ~he S~ate of Wa~ ~ington forlglS. Section 5. Tha~ bonds bearing in~eres~ at the ra~e of Seven pe~- cent per ann~, payable on or befbr Ten yes, rs fromdate off issuatce, shall be issued in pa~ent of the cost and expense of said improvement, which bonds shall be redeemed by the collection of special assessmenSs to be levied and as~:~essed upon She proper~y within said district, payable in eight equal ins~allments, with in- teres$ a~ ~he rate off seven per cen~ ann~, under the mode of paymen~ by bonds as defined by law and t~ 0rd~nanoes off the City of Bremer$on. These bonds shall b~ delivered to the contractor in the redemption of warr~ts on the looal improvement dis~ric~ ff~d issued on ~he estimate of ~he Oi~y Engineer, or the City of Bremer~on may at i~s election sell ~he said bonds and ~ke such re- demption in c~sh.
