Section 2. ~[~he Commissioner .of Pin-nas and ~<aaoun.~.~i~ shall have ~<eneral
an.d control, su.b~eot to the action ~f the Commission as a whole, ,of the 3ity
the Office of the Oity i're~surer, and of th~ city 01er'k, and ~11 .other ~t~aFs

assisstants in each ~of said departments a~d shall fix ~hs salary ~d
of each and any ~f suoh assistants, subjso~ ~o ~he approval of the ~o.~mission as
.a whole. Once each mo~h he shall submit a written, detailed statems:t of
r~osip~s ~d disbursements in each of the dspar~ne~ts u~dsr his supervision a~d
control for the preceding month, showing a cash balance, if any, of each and
every fur~d, '~ogs~her wi~h a su:N~ry of ~hs aotio~s in each oi~ said departments.
Hs slnall bs vi~s-prssidsnt of ~he Commission ~d in the absence, or the inability
of ~he ~I~.yor, shall p~rform ~he duties of ~he !'.,[~yor. He shall keep all
belonsi:~g to said city fro: whatever source derived, sad shall disburse said
money hy directio~ of th~ city Co~nissio: and in accordance with ~he

~ec~ion 3. Zhe Commissioner of C~reets ~d Public Im0rovenen~s shall have

over ~i~e wa~er de par t:ne:t and shall have the power subject ~o ~he agproval
~he 0o~tJ. ssion as a whole, to a~:.poin~ such assistants as he may dee~ necessary
and fiF~ their salary a~d c~:lpensa~ion. He shall once each ::onth make a written
~ailed s~a~e;~e~t off the receipts and dis0ursemea~s in each ~f ~he depar~:~en~s uader
his control f'or ~he preceding month~ a~d shall submit a summary ~{' N~e
each :~f the said deparN~en~s. -
Section 4, ~ emergency exists and ~his Ordinance is necessary for the
preservation of ~he 9ublic pease, hsat~h and safety, and the maintenance
0i~y Oovern:ne:t off the ,3ity of ~remerto:~, arid shall ~ake effffsc~ i:mediately.
