A period of ninety I90) d,:~ys after the effective date of this Or~i~anoe shall be allowed within which those at 'present engaged in such trade shall ~uake such a~lica~ ~n. SECTIOI~ 4, F~XA~[INING BOA_RD ~or PLU~[BERS. There is hereby crea~ed ~n Examining Bo~rd for Pl~umbers,consis~ing of ~hree(3) members,~o-wi~: Th~ City Health Officer,t~e Chief Plumbing Inspector and ~he City Engineer,who ahall act in such c.~-~pacity e~-officio. The Chief Engineer shall act as Secretary of s~id Bcmrd,but shall receive no compensation as such. The ~ayor shall, within thirty I~0~ days after the effective date of ~his 0rdinance,~nd from time to time thereafter designate one m~s~er plumber and one journeyman Plumber,who shall cons~i~'u~e and act as an ~dvisory Committee ~o ~he ~amining Board for Plumbers. They shall receive no compensation for their serviees while acting in such capacity SECTION 8. DUTIES O~ BOARD. The Examining Board ~r.~.umbers,shall within ~hirty ~$01 days after ~his Ordinance becomes effec~ive.mee~ in the~'ty Hall and organize and select a Chairman and design~te the time and place of the fSrst examination on all pending examinations for Journeyman Plumber'0irtificates of Competency. 2urther examinations sh~ll be held from ~ime to ~ime,but no apDlic~ shall be compelled to wait more than ~hir~y (ZO) d~ys following his ap'~lication. Said Board sh~ll examine each applicant as t~ his knowle~ge of plumbing, house drainage,and plumbing ventilation,and if satisfied of ~he competency of such applicant,shall thereupon issue -a Journeym~n Pl~m~bers'Cirtificate of Competency I~o such a!~plicant,authorizing him to engage in plumbing as an artisan,and to p%ace, !replace,install,construct or reconstruct ,pipes,fittings,or other materials connected :with the business of plumbing, in any building,or elsewhere,intended for the conducting of flui~s,wa~er or sewage. The Board shall keep and preserve a record of all persoms examined by ~hem and ~o whom such Cirtifica~e of Competency have been issued. ~ ~.SEOTiON 6."MASER ]~LUI~5~RS' LICENSE". It sh~ll be unlawful for any person 7 firm or corporation to engage in business as a master plumber without first obtained and being the authorized holder of a valid and subsisting "~,[asterl~ber's License" ,obtained accord' ~ · ~o ~o and in compliance with the provisions oft~Ris Ordinance; ~or wi~hou~ having filed,or having on file,with ~he City Clerk,a valid and subsisting surety Bond,as hereinafter provided. ~-_~-~SECTION Y. LICENSE PEES. The fee for such ~Iaster Plumber's License 11 be ~ifty ($50.00) Dollars per annum for e~ch establishment or place of businessof each mas~er plumber,to be ~aken out in ~he case of individuals,or 'in the name of ~he persom owning ~he business; and in case the firms or corporation, in ~he name of such firm or corporation. The fee for such Journeyman Plumber's License shall be ~hvo Dollars per annum. License shall be issued by the City Clerk only upon the payment !of such fee.and in the case of m~ster plumbers',only upon ~he presentation of the cirtlfic~e of registra~io~ereinafter provided for;and in the case of Journeym~n pltumbers, only upon. presentation of a valid and subsistin~ Journeym~n 's Cirtificate of Competency,duly issued by the ~xamining Board f Plumbers he~e inaN0va provided for. SECTION 8. Regis~rmtion of D£aster Plumbers. Every licensed master pl :tuber shall register wi~h the Secretary of the Examinin~ Board flor Pl~bers,on such for: or'forms mS ~he Board may proscribe,his name,place of business and home address, Every par nership, firm or corporation now engage~ in or desiring hereaff~er to engage in ~he bus~nes of pl~bing and house drainage as mas~er pl~bers,shall file wi~h ~he Secretary off s id Bomrd a s~a~emen~ ,subscribed and sworn to by a member of such partnership or ~ir, and sworn ~o by .$ member of such partnership or firm, ---~ or an officer of such corp ~ration, se~ing forth ~he names of ~he members of ~he partnership or ffirm and its place o: business or in 2he,case of such corpora~ion,~he names of the offficers ~hereof and i~s plac~ of busin, SECTION 9, UN~L TO ~POS~ PLU~ING SIGN I~ sh~.il be ~l~w~ul.,fo: any firm or corporation to expose the si~ of "Plumbing" 0r "Pl~ber",or a sign con~a:.ning word: of similar import or meaning,~less s~id p~.raon ,firm ,or corporat.ion be duly lic:~nsed and registered as in ~his Ordinance provided. SECTION 10. EXCEPTIONS FOR SIDE SE~;ER CONT~CTORS A~ 0UI'~RS OR 00C1 P~TS. or any member of his family, from performing pl~bing work in or abou~ ~:~,~h residence or building for which no permi~ is required by law,withou~ ~he c~i~ica~e of competency and license required by ~his Ordinance. If however, ~he work involved is of such a c~ aracter as ~o require a permit, said owner or member of ~his family who is to perform ~uc~ work werk shall appear before the Chief Plmnbing Inspector and show to his satisfactioz ~hat has sufficient ~owledge t0 properly perfform such ',plumbing work. ~ ~ SECTION ll. ~STER PLUmbER'S SURETY B0I~. The surety bond re o master pl by Section Six shall be in the s~ of ~o Thousand [$2.000.00) Dollars e ~blish~nen or place of business maintained by any person,firm or corporation as mas~e~ pl~ber,running ~o the Oi~y of Bremerton,ffor ~he use and benefit of said City,and of any and ~11 ersons .dealing with ~he Licensee or his agents in capacity aa mas~er pl~ber,and sh~ 1 be gXecu2ed by the applicant and by a sure~pany' authorized to do business in th~ State. ~ ~f Washing~on,whimh bond shall be condit~ed that the Licensee and his agents ~hs~ll fully o mpl7 with all prov~sions of law re o pl~bimg,and ~ha~ any person injured by failur ~o oompl~ ~herewi~h may have a right o~on on said bond in his own name ,and that the principal and surities sh=ll pay al~ jndgemen~s recovered against ~he principal f any vi~la~ion of or fmilure to comoly w[~'~ s~i~rovisiong of law;provided that such tion must be co~enced within one Il) y~ aft~he completion of the work. The sure~ on ~oh bond shall no~ be liable ther~hnde~~~any one oerson in excess o~ ~he sum of Thousand ~$~.~60.00) Dollars. 3a~ bond shall be further conditioned tha~ in performing pl~bing work all reasonable c~ and skill ~o. ~vstd and prevent a wastage of · ater shall be employed and ~ha~all re.~ulations in~ended t8 preven~ a waste of Ci y ~a~er~will be complied wi~h,and ~hat for a violation of any of the provisions off ~ec~ion ~he Ci~ of Bremer~on shall have a right of action on said bond fo~:an ~mo~n~ not ~eed Two Hundred ($200.00) D.~llars;provided,~khat such action shall be'.conuneme:~,-,!~ i~ one Il) y~ar after ~he c~pletion o£ ~hek~o~k; and further,that in view of diff~l~y ra~ica~il~'ty of asoer~aino~ ~h~~a~oun~ of damage which ~he ~ ~s~ain~fro~loss of w~}, ~he amoun~ of s,~id bond t.o the extent of'Two d [$200.00) Dollars shall'be s~ip~l:~['~ed as liquida~ed.damages~:~for loss off water ~o any such lack of skill or ~o negligence. ~ SEOTION 12, ~y pezson, firm or corporation violating or failing ~o wi~h any of ~h provisions of ~his Ordinance sh~ll be deemed guilty of a ~demeanor and upon convic~ion ~hereof shall he p~ished b~} a fine not exceeding ~ 'ee H~dred ~$ 300.00) Dollars,or by impriso~on~ in ~he City Jail for a period exceeding ninety ~90~ days,or by bo~h f~ne and i~npriso~en~. ~CTION 13, This Ordinance shall be in full force and effect ~hir~y days after i~s passage and publlca~ion as provided by law.
