WHE~2~S, a special election was held in the City of Bremerton on the llth day
of ~ne, 1~29. pursuant to law; and %~E.~Q[S, no provision was nmde in the budget
for the year 1929, for ~he cos. t,an.d expe~s~.~'~, incidental .an~d Dertainlng"td said speeia
election; ~d %.~StER?D.S, the holding oi~ said special election could not t~ave been
reasonably forseen at the time o& the nmkinF of the budget for the year 1~29; and
Wi{~{~LtS, the Co~]ission of said City duly investif, ated the ne.tel'airy fo~' She holding
of ~uch special' election and .fo~d that said elect%on, was necessary and l)roper; and
