AN ,ORDINiNCE finding ~. public emergency to exist in the Munciipal Pub-
lic ~h~rf Dep~rtment of the City of Bremerton and not provided for in the
budget for the year 19£9, stzting f~cts constituting an emergency, the
estim,~ted z~mount required to meet such emergency end declsring ~n emergency.
~EREAS, it has been found necess~ry by the City Commission of the
City of Bremer~on in order to take c~re of the ingotng ~nd out-going tra-
ffic over the ~unicipal Public Wharf of s~td City of Bremerton to improve
s~id wh~.rf; ~nd WHEreAS; it will be necessary for said City to incur as its
pro tat~ share of such improvement indebtedness in the estim~.ted sum of
Six Thous~nd (~6,000) Dollars; -~nd ~HEREiS~ no provision w~s msde in the bud-
get for the year 19E9 for such im~:~rovement.and such emergency could not
h:~ve been re~.son:-:,bly forseen ~t the time of' m~king the budget for 192~; ~nd
~HERE.~S, s~id Commission h~:~s duly investegated the necessity for such im-
provement, and h~'~ve found theft such im,~)rovement is ~bsolutei$ necessary for
the handling of ~he in-going and out-going traffic over s~id wh~rf; ~und
~H?:R:~:AS, ~f~er die investig~'~tion s~id Commission h~s determined theft in or-
der to pro::erly m~intain ~nd operate said .~unicip~l Public Wharf for the re-
mainder of the year 19£9, it is neces~sry to ~ppropri~te the sum of Six
Thous~nd ($6,0001 Dollars for ~he use, m~in~en~nce ~nd improvement of s~id
~unicipal Public ~¥h~rf to q:~y i~s ~:ro r:~ sh~re for such improvement..

Section l: That a public emergency exists, which could not ren-
sonably h~ve been forseen ~ the ~ime of m~.king ~he budget for ~he ye~ur 19~9,
~nd Which requires the expenditure of money not provided for in ~he budget
Ordinance No. 891, OONT.
and that the estimated amount of money required to meet such emergency,
over and above the amount provided for in such budget, is to-wit:
~Iunicipal Public ~Vharf ~und to pay the pro rata share of the s~id City
of Bremerton for the improvement of said ~unicipal Public Wharf,~ Six ~
Thousand 1~8,000t Dollars.
Section B. That said sum of Six Thousand ~$6,0001 Dollars is neces-
sary for the proper maintenance and operation of said ~uniciDat Public
~harf for the remainder of the year 1929, and said sum of' Six'Thoussnd
~$8,000) Dollars is hereby appropriated, a~d sh~ll be paid for from any
funds on hand in the City or Town Treasury available for such purpose.
Section ~, ~tu emergency exists in the Department mentioned in ~he
preceding .qec~ions hereof, and this ordinance is-necessary for the pre-
serva~ion of the public peace, health, morals and safety of ~he City ~nd
its inhabitan~, and shall take effect immediately upon its passage ~nd
publication.
THIS O]~DIN-~.~NCE introduced and had first reading-at a regular meeting
of the City, Commission on the 9th day of January 19~9, and passed at
regular meeting of the Commission by a unaminous vote on the 16th day of
January 1929, signed by ~he [[ayor and a~tested by the .City Clerk in authen-
tication of such passage.
