and thoroughfares in tha~ part of the Oity of Breme~ton, East of Port Washington
Narrows known as [.Mne~te or Eas~ Bremerton, within the ci~y limits of the Ci~y of
Br~e~ton, by making a survey of e~ch and every of the streets, roads, highways,
and thoroughf~,res'for the establishing and ~he establis[,i~g.of the'bo~mdary line~:.
and g~ades of each and every of s,:-,id street, roads, highways, and. ~houroughfares,
and to provide for ~hs making and the making of a mas~er plan to gove~.n all future
improvements of each and ever2 of said stree',s, roads,' highways, and thoroughfares,
including plans l'or gra~ and the. gr~.ding, and plans for the laying of storm and
Sanitary ~ewers and px'ovi~ng for the drainage thereof, and 'providing for the plans
for the laying and the constructing of Side w~lks an~ all other imporvements in
such manner that' all such grab. de: and improvements whe~] made', done, or constructed,
shall conform to said master plan t0ge~her with the doing of any and all other work
necessary to .finish the Job in a .good and workmanlike manner, and ~o change, .al~er,
0r relocate any and all said streets, roads, highways, and thoroughfares, and
do such o~her and f~her work;in connection therewith as may be necessary ~o make
all such i~provements and grades when eonst~ucted.'.~o conform wi~h said mas~er plan
and as may be necessary ~o make such improvement a complete Job, a'll in accordance
with ~lans and specifications prepared by the City Engineer and on file in his
office and in ~;he office of the City ~lerk of the City of Bremerton, and in
accord6nce wi~h a re~:olutinn passed by the Cfty Commission on the 19th day of
PebFuary, 1930, and cre~ting a loc~l imp~ovemen~ district ~ ll9 and providing
that payment for said im?rovemen~ shall
assessments on the pro.')erty in sa. id district abut'~ing upon contigent and pro,:impute
pa~ of each of said str,2ets, roads, highways, and thorou~fares, being improved
and payable by mode of pa~nent bY bonds.

Section 1. Tha~ the maps, plans and specificat:ions prepared by the
City.Engineer and on file wi~h the City Clerk for the improvemen~ of each and all
of the s~.reets, roads,-hig[~ways, and ~horoughf~res in ~hat par~ of ~he City of
Brener~on, Eas~ of Port Was~ington l~arrows known as ~,~ne~te or East Bremen'ton,
~i~hin the ci~y limits of the City of Bremer~on be and ~he s..~me are hereby approv4

Section 2. That ea~,h and every of the streets, roads, highways, or thor-
oughfares in that part of the City of Bremerton East of Port Wa~-~hington Narrows
known as ~anette or East Bremerton within the City limits of the City of Bre~erto
he improved by making a survey of each and every of said streets, roads, highways
and thoroughf~:~res, for the establis~ing and the establishing of the boundry lines
and the grades of e~'~ch and every of said streets, roads, highways, and tho~ou'gh-
fares, and for ,uaking and the making of a master plan to .govern all future impro, v,
of each and ever~? of said streets,, roads, highways, and thouroughfares, including
plans for grades and plans for the laying of storm and sanitary sewers, and pro-
viding in s~ch plans ~or the dr~,~in~.ge thereof and providing plains for the laying
and constructing of side walks and all other such improvements in such manner
that all such grab, des and improvements ?~hen made, done, or constructed shall con-
form to said m~ster plan together with the doing of ~ny and all other work nece
to finish the Job in a good and workmanlike manner and to change, alter, or rel
any and all of said streets, roads, highways, and t[~oroughf~res ~.nd to that end
to ~ecure rights-of-way for the changing, altering, or reloc,~.-~t].ng of any of
streets, ro~.ds, high, ways, or t~oroughfare~ and to do s~ch other and f~rther work i
connection therewith as ~.~ay be necessary to make all such improvements and grades
when constructed to confrom with s&id master plan and as .,'.~ay be necessary to make
lmproveme.nt a complete Job in accordance with ~'he maps, plans, and specifications
on file in the office of the City Clerk of the City of Bremerton end by this
ordinance adopted. That all cost and expenses o'f said improvement including all
necessary ~nd i~cident~l expense shall be borne by and. ~ssessed against the y~ro,~er
included in the asse~sment district hereinafter created in accord~nce wit~ law.
The City of Bremerton shall not be li~ble in any manner for ~.ny pQ~tion of the
costa and expenses of said improvement, .
Secti~n 4. That there is hereby est~lished and created a loc~.~.l improve-
ment district to' be c~..l~ed "~ccal Im,orove~lent District ~lIg" the boundaries of whit
district hre hereby specified 'and described as follows, to-wit:
Beginnig at ~ po£nt where the city limit~.; of the City of Bremerton
intersects the me~nder line on the East side of ~'ort Washington t~rrows,
running thence East following the city li~.~itson the North of theft part
of the City of Bre~.~erton known as ~:.~anette, or East Bremerton to the mean~ ~r
line on Port @r~:hard BaY; thence Southwe~-terly Westerly, and Northwester~
along the said ~.~ea~der line to the point of beginning, it being
intention to i.~clude with in the boundaries of said district all the
up~a~d property l~c~_,ted within tl~e city limits of that.part of the City
of Bremerton known ~t,,s ~.~anette or ~ast Bre.~nerton.
Section §. Tha~said .costs and exoenses of s~id;imprcvements shall be
assessed asainst' said ~roperty included in said i~n!~rovement district i~ propor-
tion to the area, in ~,.c~ord~.nce with the provisions of Section E, Cllai~er 168
of the ~ession I~ws of the St~,te of ;Vas i~gton 'for 1915, ~nd a~:' amended by sub-
se~uent Session

Section 6. Bon6s bearing interest at the rate of ,7% per annum, payable
on or before l0 years from date of issuance shall be issued in payment of the
costs and expenses of said improvement, which bonds shall be redeemed by the
co'~lection of spec:i~l assessments to be levied and assessed upon the property
within the s~id district, payable in ei,~ht equal insts~llme~ ts .with interest at
~he ra~e of 7% per annum under the mode of payment by bonds as defined by law and
~he ordinance of the City of Bremerton. These bonds may be issned to any person
in the redemption of w~rrants in local improvement district fund hereinbefore
crea~ed, issued on the es~im-~te of the City Engines:, of the City of Brem~rton
may at its election sell ~he s~id bonds and m~.ke such redemptions off such warrants
in cash.
Section ~, This ordiu~',nce shall be in full force and effect f~om and
after its p~ss~ge, approw~l, and publics~tion as provided by law.
PASSED By the City Co~-~nission of the City of Bremerton, and signed by
the Mayor and atte.~ted by the City Clerk in authentication of such pa~csage this
9th day of April, 1930.
