See, I ~Elec~rici~ns Defini~i0ns--The ~erm Electrical, in ~ddi~ion ~o i~s
ordinary meaning, shall b~ held and construed ~o mean and include ~he placing,
replacing, ins~lling, cons~rucfiing or reconstruofiin'g electric~l ap'pliances,
wiring of all kinds where electricity is u~ed for co~nerci~l or domestic use,
l~in~fiing fixtures, motors, ra~'~ges, hea~ers, special lamps or o~her mafieri~ls
connected with fihe bus, ness of elec~ric~l construction in any building or
elsewhereinfiended for ~he conducting of electricity.
The ~er~.~:Sfier Electrician or Electrical Con~rac~or, in addifiion ~o
ordinary meaning:, shall be held ~:~d c'~n~:~:t~'ued 8o me~n and include every person,
'firm or corpor~i~n eng~-:;ed in, or engaginE i.~, fihe business of furnishing,
eithe~ by contract, subcontract, day labor or o~he~rise any
or eiSher of ~he~, In ~he pla'.~ing, re'pla~ing, ins~ lling, constructing or
reconstructing of electrical equipmen~ co~ected with ~he business of electrical~
eon~racfior.

include every po.son engaged in, or eng~ging, in, electrical work as an ar~.isan,
or in placing, i~'~s~alling, construc~inE or recons~rucfiing or wiring or other
materials connected wi~h ~he busine~s of electrical w~r~n any building o~
elsewhere in~ended for ~he use of conducting of electrical current.
Sec, fl. Journeymen electricians certificate of compefiency-- I~ shall be
unlawful ~o eng~.~ge in or ~o wor]; ~s an ~r~is~n a~ fihe ~rade of electrician,
eib.her as a Journe~an electrician or as a ma~:'fier electrician w:~rking in
capacity of a journeyman elec~rici~ or ~o place, replace, install, cons~ruc~
er recons~ruc~ any wiring, fitting, fi~fiures or 0~her material cormecfied wi~h
~he business o~ elec~.r:[cal work in any building or elcewhere, in~ended for the
conducting of electrical curren~ with:~u.~ h:.:ving firsr ob~:~ned, snd being the
authorized holder of, a valid and subsis~inf~ "Journe~n~n's Certificate of
Gompefiency" and a w~lid and subsisting Journeyman's Electrician License,
~b~ained ~coord].ng ~o ~nd in compliance wi~h ~he provision of ~his ~rdinunce.
Sec. ~, ~amination-- No person sh~ll engage in, or work afl ~he electrical
~rade ~-~ an african, either as Journe~an electrician or as ~ mas~er

electrician working in t~'~,e capacity of a Journeyman electrician, or in or at
the placing, replacing, inst~lling, construe~in§, or reconstructing of wiring,
f. ixtures, moJors, fittings or other materials connected with' the business of
electrical work in any building or elsewhere intended for the eendu~ting of
el.cerVical current, without first making ap.~)lication to the ex~mining board
for electricians, hereinafter provided for, ~nd.at such time and iplace as the
Board m-~y designate, submittingI to and p~ssing such e~mination as to his qual-
ification as to his qualific~ti ~ns ~nd competency as a Jo~umue~nan electrician
as the Board may prescribe. The examination shall be of such character, both
practical ~.~nd theore~ic~l, a~ to thoroughly tes~ the applic~'~nt s ability and
competency as an artisan and journeyman electrician. A period of ninety
days after theef£ective date of t~is ordinance shall be allowed within which
those at pre~;ent eng~.ged in such ~r~de sh~!l m~ke such a-~)lica~ion.
See.4. Examining Board for Electricians: There is hereby created an~
Examinini~ Board for electricians ~onsisti~'~:g of ~hwee {3) members, to-wit:
The City Electrical Ins~)ec~or, ,~ competen~ electrician ~nd the Oity Engineer,
who shall ~c~ in such capacity ex-officio. The City Engineer shall'ac~ as
Secretary of said Board, hut shall receive no s~:~l?~.ry as such. The }~ayor
shall, within thirty~J01 d~,~ys after t~e e±'fective d~ts of ~his ordinance, and
f~om time to time there~.fter, design~te one ma~er elee~rici~n ~,~nd one
journe~nnan elec.~rlcian, who shall constitute ~:~nd act as an Advisory Committee
~c the Ex,mining Board, They sh~ll receive no compensation for their services
while acting in such capaci~yo
Sec, ~. Duties of the Board-- The exhuming Board of Electricians shall,
within thirty (60) d~,.ys ~fter t~is ordin~,.nce bec~mes ef~ective meet in the
City H~ll ~nd organize ~nd select ~. ~halrm~n and designate the time and plaice
of the first examination on all ?ending ap?lion, finns for Jour.neymen Electrician
Certificates of Competency, ~urther e~xamin~t~.ons shall be held ~rom time
time, but no a.o?~ic~,nt sh~!l be compelled to w~it more th~;tn ~hirty ~0) d~.ys
~'i~llowing i~is application, Said Bo~.rd shall ex~mine e~ch ap'i-)lic~.n~ as to his
knowledge of electrical wiring, ..:nd connecting up of electrical ap!,liance-~ as
prescribed in ~he Nation~.~.l Standamd Underwriters $1ectric~l Code, &~nd if
satisfied of ~he competency of such applic~nt shall thereupon issue a Journey-
man's Certi£ic:'~e of Competency ~o such applic~'~nt, authorizing him to eng~,ge in
electrical work as an artisan, and ~o place, replace, inst~ll, construct or re-
construc~ wiring, fittings, appli_.:nce~ :~r other m~erials connected with the
business of electric~l work in any building or elsewhere, iu~ended for ~he
conducting of electrical current.

The Board shall ~eep a record and preserve records of all.persons examined
by them and to whom such 0ertifica. te of Competency have been issued.
Sec. 8., Master Electricians' ·License--It shall be unlawful for any person,
firm cr corp,or~tion to eng::~ge in business at. a master electrician without having
first obt~.ined and being the .:~.uthori~.~ed holder of a valid and subsisting Master
~'~- and :'n a compliance with the
Electrician's License, obtained ~ccord~ng
provisions of this ordinance,, or without having filed, or having on file, wi~h th
the City Olerk, a valid and subsisting surety bond as hereinafter provided.
See. ~. License Pose--The fee for such ~ster Electricians License shall
be l~ifty[50.00).Dollars for the first year said ~ster Electrician applies for
such license, ,-:~nd for eac~ succeeding year thereafter ~he license fee shall be
Twenty-five f$25,00) Dollars per year. THi~ ordin:,noe will not' be applicable
~o Mas~er Electricians who are at ~.~resen'~ licensed ~o conduc~ such work until ~he
expiration of their present license.
The fee for such Journeyman Electrician's License shall be Two ~$2.00)
Dollars per amuum. License shall be issued by the City Clerk only upon. payment
of such fees, and, ia the ease of Master Electrician.ns, only upon presentation
of the certificate of registerati~n ~,ereinaf~er provided for, and in the case of
~ourneym~n Electriei~ns, only upon pre'sen2ation of a valid and subsisting Joumney
man Electrici~,n's Certific~e of Competency, duly issued by the Examining Board
for Electricians' hereinafter provided for.
Sec. 8 Hegistr~ on of ~aster Electricians--Every licensed Master
Electrician shall register wi~h the Secretary of the Examing Board for Eleetricia~
on such form or forms as ,the Board may prescribe, his name pt.,ce of business and
home address. Every paz~ne, ship, ±'ire or corpor.:ti°n now eng::ged in or desiring
heresfter ~o eng~.ge in the business of electric I contracting as master Elect~ic~n2
shall file with the Secret~.ry of said Board a s~a~ement subscribed and sworn to by
a member of such partne'~'ship or firm, or an o:fficer of such corporation, setting
forth the names of the members of ~he partnership or firm and i~s place of business,
or in the case of such corpora~ion,'~he names of the officers thereof and i~s
place of 'business.
Sec. 9. Unlawful ~o expose Electrical Coatracting Sign--~t shall be
unlawful for any ,jerso'.,. firm or corporation to ex~,,o~,e ~he sign of Electrical
Contracting or Electrician or a~.sign co'at.:~.iaing words of similar i:n?nr~ and'meaning.,
unless said ps.son, firm or corporation be duly licensed and registered as in this
ordinunc e provided.
Sec, !0. E~cepti-~n~ for ~wners or Occ~pants--The provision of this
ordinance shall :~o~ be conotrued to prevent the ownez' or occupan~ Gfi any residence
or building or any member of hid family, from performing electrical work irt
abou~ such resi~encc or building for w[~ich no permit is required, by law,
withau~ ~he ~er~ifica~e of 2ompe~.ency and licen[.e resulted by ~his ordinance.
If, however, the work involved is of such a nature sr character ~ ~o ~equire
a permit, s~:~id owner or members of ~is family who is ~.o perform such v:~ork shal
appear before the Electrical Inspector and show ~o his satiSfactio~
sufficien~ knowledge ~o proper~y perform such eledtrical work.
~~ See. ll. ~s'~r electricians Sure$~ Bond--~ The sure~y bond required
of mas~er sleo~rici~ns by section six sh ll be in ~he s~.of ~o 2hoasand
~$E,000.00) Dollars for each es~ablishmen$ or place of business maintained
any person, firm or corpor~ion as m s~er electrician in ~he 0i~y of
~ashin'-~on, ~for ~he use and benefi~ ol' s~id city, and of any ~nd all persons~th
de~ling wi~h ~he Licensea or his agen~ in his capacity as mas~er elec~riaian,
and shall be executed by ~he ap~licnn~ and by a sure~y binding company author-
ized ~o do.business in ~he S~a~e of ~shing~on, which bond shall be coadi~ion
ed ~ha~ ~he Licensee and his agents shall fully comply wi~h all provisions
of l~w rel~ing ~o electrical work; and ~ha~ any person injured by failure
comply ~herewi~h ~y have a righ~ of action on s~id bond in his own name, and
~ha~ ~he priaciple and sureties shall pay all Judgements recovered agains~ ~he
principles for any violation of mr failure to oompiy wi~h said ~rovi'sions of
law; provided ~ha~ such action m~s~ be commenced within one~l~ Ye
comple$ion o~ ~he work. The sure~y on such bond shall' no~ be liable ~here~de
~any one person in excess of ~he s~ of Two Thousand ~$B,000.00) Dollars.
Sec. 1E, ~y pea-son, firm or corporation vi$1a~ing or failing
~omply wi~h any of ~he provisions of ~his ordinance sh.~llb e deemed guilty of
a misdemeanor, and upon conviction ~hereo~ shall be p~ished by a fine in any
s~ no~ exceeding ~e H~dred ~$i00.00) Dollars, or by impriso~en~ in ~he
ei~y Jail for ~ period no~ exceeding Thirty ~B0) days, or by he~h such fine
