AN ORDINANCE RELATING to the reading of water meters, authorizing
the Superintendent of the water department to dispense with monthly meter
reading of certain water meters and to make such changes in the billing
of customers as may be necessary, and declaring an emergency.
THE CITY OF BREMERTON DOES ORDAIN:
Section 1. That the Superintendent of the water department has
recommended to the City Cotmcil by letter dated November 24, 1943, that
certain water meters be read bi-monthly and that estimated bills based on
the average amo~ant of water used during preceding months be forwarded to
water users on alternate months between meter readings; that the water
superintendent has recommended such practice for the purpose of saving exp-
ense and conserving manpower and it has come to the attention of the members
of the City Cozmcil that other public utilities have adopted and are follow-
ing a similar practice.
Section 2. That the Superintendent of the water department of the
City of Bremerton is hereby authorized and directed to adopt and promulgate
such administrative procedure as may be necessary to place into effect the
program of reading such water meters as he may Seem advisable bi-monthly
instead of monthly, and of submitting to water users for the months during
which meters have not been rea~ an estimated 'bill based on previous consump-
tion of water.
Section 3. The Superintendent of the water Department is hereby
directed to place such system in effect starting January 1, 1944, after
publication of notice in the official city newspaper of the plan and procedure
to be followed.
Section 4. That all the ordinances, rules and regulations relating to
payment for water cons~nption shall be in full force and effect in relation
to the payment of the estimateU bills for water consumption hereinbefore
referred to.
Section 5. An emergency exists affecting the public peace, health and
safety, a~U this ordinance shall take effect immeUiately following passace
an~ publication.
PASSED by the City Co~mcil of the City of Bremerton, signeU by the
Mayor, and attested by the City Clerk in authentication of such passage,
