An ordinance authorizing and directing compliance with acts of Congress and
orders promulgate~ pursuant thereto, ~egulating the buying and sel].ing of cer-
tain materials, supplies and equipment; an~ authorizing compliance with the
Water Supply Mutual Aid Program of the Washington State Defense Council; pro-
viding that on acco~mt of the war emergency ordinances and Charter pr~,Jsians
regulating the purchase @nS sale by the vario~s departments of the City of such
materials, supplies and equipment be suspen~e~ during such afme as the purchase
or sale tl~ereof s'.mll be regulated purst~ant to acts of Congress, or as may be
required to cooperate with the Water Supply Mutual Aid Program of the Washington
State Defense Council; declaring a public emergency and providing that this
Ordinance shall take effect immedictely after publication.

Section !. That whenever an act of Congress or an order promulgated p~rsus.nt
to an act of Congress shall regulate the sale and purchase of materials, supplies
and equipment, and the reg~lation so prescribed shall be applicable to sales and
purchases by the City of Bremerton an~ shall be in conflict with the provisions
of ordinances or the City Charter regulating sales and purchases by the City, it
is hereby determined and directed that purchases ard sales of materials, supplies
and equipment for the various departments of the City be made in the manner
prescribed by such act of Congress or rules promulgated pursuant thereto an5 that
the provisions of the City Charter an~ of Shy ordinances which may be in conflict
with the regulations prescribed by or purs~ant to act of Congress shall be con-
sidered as inoperative and as suspended.
Section ~. That whenever cooperation by the City of Bremerton with the Water
Supply Mutual Aid Program of the Washington State Defense Council conflicts with
provisions of ordinances or the City Charter regulating, sales an~ p~rchases of
materials, supplies and equipment, it is hereby determined that the provisions
of the City Charter an5 of any ordinances which ~ay prohibit the City cooperating
or participating in the Water Supply Mutual Aid Program of the Washington State
Defense Council shall be considered a~ inoperative and as suspended.
Section 3. That by reason of the extraordinary war emergency ~ow existing,
it is imperative that the provisions of this ordinance become effective without
delay and by reason thereof s p~blic emergency is hereby declared to exist
making it necessary that this ordinance shall become effective i~mediately after
publication.
