THE CITY COMMISSION OF THE CITY OF BREMERTON DOES ORDAIN AS FOLLOWS: Section 1. That a public emergency exists in the City of Bremerton, which could not reasonably have been foreseen at the time of making the budget for the year 19Al, in that unforeseen and unprecedented building activity in the City of Bremerton, principally in connection with defense housing, makes it necessary to emply office help for the Building Department, so that the Building Inspector and his assistants can have sufficient time in which to carry out their duties, and also makes it necessary and advisable that the Building Code of the City of Bremerton be revised and that the professional services of some competent person be secured to assist in such revision. Section ~.. That the actual receipts of the Building Department, from building permits, will greatly exceed the estimated receipts, and that the increased revenues will be more than sufficient to meet the expense of such emergency, but that it is necessary that an emergency be declared and funds appropriated to meet such emergency under the budget law of the State of Washington; that it will be an advantage to property owners of the City of Bremerton to have the Bremerton Building Code revised, in holding down fire insurance rates. Section 3. That it will be necessary to expen~ approximately $800.00 for office help for the Building Department, and $300.00 for professional services and advice in connection with the re-drafting of the Bremer$on Building Code, and the sum of $1100.00, or so much thereof as shall be required for such purposes, is hereby appropriated to meet such emergency, and .the City Clerk is hereby authorized and directed to issue emergency warrants not exceeding the said sum in payment of services especially occasioned by such emergency.
