AN ORDINA!'~CE declaring an emergency to exist in the City of Bremerton on
account of the need for~nds for the operation of Civic Recreation Center from
October 1, 1942, to December 31, 1942, and appropriating fronds to meet such emerEenc
T~E CI!~ CO~U~ISSION OF TH~~', CI~ OF BRE~ERTON ORDAINS AS ~LLOWS:
Section 1. That a public emergency exists in the Oity of Bremerton ~ue to the
fact that the Civic Recreation Center, cons t~uc ted principally on accost of w~r
~e~s for recreation in th~ City of Bremerton, is to b~ formally opened under
t~ie direction an~ man~gem~nt of the (~ity of Bremerton on Octoberl, 194~, ~d no
fun~s were appropriated in the 194~ budget for the operation an~ m~int~nanc~ of
said building; that said public emergency coul~ not reasonabl~ hav~ been foreseen
~t the time of the making of the budget for th~ y~ar 1942 becaus~ it was not known
that the buil~ng would be complete~] ~uring the year 194~, an~ it w~s assembled ~t
the tim~ of'making the bdd~et for the year 19~ that the exp~nse of op~ratlon an~
maintenance of the sai~ b~il~ing wo~l~ be asst~ed by the Unit~ Servic~ Organization
or by some other Federally sponsore~ agency.
Section 2. That the Hecreation Commission has computed that t h~ income from
October 1, 19~, to December ~1, 10~2 will be amply sufficient to pay the
of said building, but t~at it is necessary to mak~ an emergency a~propriation so
that the building may be operated and maintaine~; that the s~Lm of ~60~L~.O0 is
necessary for the op~ra~t~ ~n an~ maintenance of said building from October 1st to
December 31, 1~)~?, according to an itemized ~ist of necessary an~ proper ~De~iture
filed with the ~ity Co~mission by ~h~ R~creat~on Commission of the ~ity of Dremerton
and there is hereby appropriat~ the sai(S s~ of ,~608~.00, or so much thereof as
shall be require~ for such pruposes, and th~ City Clerk is hereoy authorize~ to
execute e~ergency warrants not ~xc~ding the said s~ in pa~ent of s~id
after vouchers for same h~v~ b~ ap?rove~ by the City Commission.
Section 3. That an ~mergency ~ists, which affects ~ public pe~ce, h~alth
~n~ s~fety, and this ordinance shall t~ke effect f~e~iately on passage and
publication.
APPROVE~ unanimously by the City Co~iss!on of the ~ity of Bremerton, on
first reading this 30th day of S~pt~mber, 194~.
PASSED unanimously by the City Com~isslon of the City of Bremerton, on final
r~a~ing, signed by th~ Msyor, ~nd atteste~ by the Oity Clerk in a~thentication of
such passage, this 7th ~ay of October, 19~.
